Moldovan Ambassador to Russia Andrei Neguţa returned to Moscow, according to a press release issued by the Russian Foreign Ministry announcing that Andrei Neguţa met with Deputy Foreign Minister of Russia Grigore Karasin.

“There has been an exchange of views on topical issues of bilateral relations in the context of the February 24th parliamentary elections,” the Moscow diplomacy said.

Reminder: On February 13th, the Ministry of Foreign Affairs and European Integration sent a request to the Government regarding the recall of Ambassador Neguţa from Moscow. It was originally believed that this is linked to the release of Moldovan pilots held in Afghanistan.

However, later on, Moldovan Democratic Party vice-president Vladimir Cebotari said that the recall for Andrei Neguţa’s consultations was that the diplomat “did not make enough efforts to open a representative office of Transnistria in the Russian Federation, and this is unprecedented and affects the country’s integration process.”


Tiraspol tries to “justify” its illegal posts in the Security Zone



The Delegation of the Republic of Moldova continues its efforts to include in the agenda the problem related to “border guards” stations illegally installed in the Security Zone by the Transnistrian side.

In the statement of our delegation, as well as in the speeches of the representatives of the Republic of Moldova from the meeting of the Joint Control Commission (JCC) on March 14, the illegal and military character of the border guards was noted.

Apart from the fact that their presence is in contradiction with the Moldovan-Russian Agreement of July 21 1992 (the main document of the negotiation process and the peacekeeping operation), they hinder the free movement of persons and goods. People are intimidated and subject to unlawful verification, registration, and imputation procedures.

This time, the Tiraspol exponents in the Commission also opposed to a decision on the positions and tried to promote the idea that these armed formations would have the role of preventing the resumption of the armed conflict.

The position of the Russian Federation delegation was formulated by the co-chair of the Commission, Ilya Uvarov, who noted that he perceived “border guards” as a reality and did not see in them a factor limiting the right to freedom of movement.

At the same meeting, the proposal of the Moldovan delegation to implement a Commission decision taken in March 2008, whereby the Military Observers of the Joint Force of Poverty to visit all the military objectives in the Security Zone, was blocked to know which is really the situation and assess the risks of possible escalation of the situation.

In the Report on the Situation in the Security Zone for March 6-12, presented by the Joint Military Command, 3 cases were identified for the detection of the World War II ammunition.

Such ammunition was found in the soil during agricultural works in the households of the Dubasari, Şerpeni and Chiţcani localities. They were discharged from the site and are to be destroyed in an established manner under the control of the Joint Force of Poverty.

An incident happened at the Ribnita Metallurgical Plant. But how dangerous is the level of radioactivity in the atmosphere?



An accident at the Ribnita Metallurgical Plant triggered a wave of public concerns after the social networking information revealed more information that radiation has been emitted from the burning of metals.

According to information circulated on social networks, after the accident, the furnace at the metallurgical plant stopped, after the devices indicating the radioactive background “practically started to scream”. Moreover, in a post on VKontakte, it appeared that immediately after the incident on the scene people would come with masks and protective suits. Employees “have been forced not to disclose information” about the incident.

Former Tiraspol leader Evghenii Shevchuk told TV8 that it was the burning of metals that have emitted radiation.

At the same time, Vasile Benea, Head of State Control and Surveillance at the National Agency for Nuclear and Radiological Activity, told Newsmaker that “neither 4, 5, 6, and 7 March in Moldova did not have an increased level of radiation”.

Benea mentioned that the level of radiation is measured in five places throughout Moldova.

“As for the incident at the metallurgical plant, we can not comment on this because we do not have access there,” the official said.

At the same time, according to him, radiation monitoring systems are installed at the plant. “Every car that goes to the scrap plant goes through the control,” explained Vasile Benya.

The Reintegration Policy Bureau came up with a reference to the incident at the Ribnita Metallurgical Plant, where the furnace ceased.

Thus, the institution confirmed that an incident occurred at the plant, without giving details. According to the office, the intervention services of the General Inspectorate for Emergency Situations were not requested.

In the communication with Tiraspol, “an internal investigation is being carried out on the spot to clarify the causes of the situation,” the message of the Reintegration Policy Bureau says.

The Transnistrian delegation refuses to remove “border guards” from the Security Zone



Again, the Moldovan delegation signaled at the Joint Control Commission meeting that Transnistrian “border guards” were illegally installed along the administrative line. In total, there are 22 mobile or fixed stations.

Although the placement of these military structures in the Security Zone is prohibited by the Moldovan-Russian Agreement signed on July 21, 1992, the Transnistrian delegation states that “border guards” will continue to function.

The Transnistrian delegation declined its power to influence their abolition.

Referring to the identification of a possible solution, the leader of the Russian Federation delegation I. Uvarov proposed to discuss this issue, as well as other important issues where there is no consensus, at a meeting of the Co-Chairs of the Joint Control Commission.

In the document addressed to the other components of the Commission, the Moldovan delegation appealed to representatives of the Russian Federation, Ukraine, and the OSCE Mission to condemn the illegal actions of Tiraspol that jeopardize security in the region.

Reminder: The attempt of the Transnistrian party to change the borders of the Security Zone was unveiled and presented as a “fake” map.
