Transnistria leader Vadim Krasnoselsky complains to EU Delegation about Cuciurgan joint checkpoint

On March 27th, the Regional Director of the European External Action Service, Thomas Mayr-Harting, together with the head of the EU Delegation to Moldova, Pirkka Tapiola, visited the breakaway Transnistria.

The European officials met and discussed with region’s foreign minister Vitaly Ignatiev and so-called president of the Pridnestrovian Moldovan Republic (PMR) Vadim Krasnoselsky.

According to the press-release of Transnistria’s foreign ministry, Mayr-Harting and Tapiola were informed about the opposition of PMR towards the opening of the joint checkpoint “Cuciurgan-Pervomaisk” by Ukraine and Moldova. Minister Ignatiev complained that the joint control, tangent to Transnistria’s border, does not have any advantages in terms of economy or freedom of movement. Ignatiev would have said the joint control as only bringing negative consequences or even issues of security in form of an escalation of tension. Moreover, all the EU foreign ministries, including EU High Representative Federica Mogherini, would have received complaints about the organization of joint control by Moldova and Ukraine.

At another meeting, the European diplomats had to encounter a similar complaint from the separatist leader Vadim Krasnoselsky. He reportedly expressed his regret that the question of the Cuciurgan checkpoint could not be included in the 5+2 dialogue format at the request of one party- Transnistria.

On March 28th, the issue of Cuciurgan checkpoint was also discussed between the economic working groups of Chișinău and Tiraspol authorities. The Transnistrians repeated their call against the joint checkpoint at the border with Ukraine, asking for alternative solutions to avoid risks.

Disputes raised at the first meeting of the Joint Control Commission in 2019

The Unified Control Commission focused its discussions at this year’s first session on the Moldovan delegation’s proposals to develop a Security Zone monitoring mechanism in line with the commitments made under the protocol signed in January 2017.

The refusal of the representatives of Tiraspol to accept this approach has generated fierce disputes between the participants.

The arguments presented by the Moldovan delegation, supported by the representatives of Ukraine, would remove the previously signaled deficiencies and would ensure that the incidents in the Security Zone are not admitted.

The proposal of the Moldovan delegation to train the OSCE Mission to develop such a monitoring mechanism was also rejected.

At the same time, the work of military observers and their reports was addressed, in particular, refusals to sign some reports that do not objectively reflect violations committed in the Security Zone.

The Moldovan delegation reiterated that such situations are caused by the lack of a separate regulation of the Joint Military Command.

As arguments were presented cases in which some military applications deployed in the Security Zone and publicized, including on official sites, are not found in the reports of the military observers (a fact which determined the military representatives of the Republic of Moldova not to target such projects of incomplete acts).

The Chisinau delegation also referred to the long term, during which the parties can not reach a consensus on some important topics.

A deputy is being prosecuted for $3,500 theft in Transnistria

Transnistrian Supreme Soviet Deputy Vasili Vlasov is being prosecuted for the embezzlement of public money in particularly high proportions while he was the director of “Tirasteploenergo”. It is about 57,000 of Transnistrian rubles (about 3,500 dollars) that he would have received illegally.

According to the INFOTAG agency, the region’s prosecutor, Anatoliy Guretsky, has asked the Supreme Soviet to agree to the detention, and arrest the former deputy.

Guretsky said that during the investigation, Vlasov actively tried to influence the criminal file by preventing the obtaining of testimonies from other persons.

Vlasov did not come to the Supreme Soviet meeting “because of health problems,” but addressed colleagues with a letter. He states that in the criminal case he was invited by the Committee of Inquiry as a witness and stresses that testimonies have been filed by the official who has the status of the accused.

Examining the prosecutor’s request, the parliamentary commission for mandates, regulation, and ethics of the deputy refused to detain him, but accepted “conducting investigative measures against him” instead.

Tiraspol is opposing to the establishment of an effective monitoring mechanism in the Security Zone

The Moldovan delegation’s attempts to determine the parties to execute the current protocol that provides for an effective monitoring mechanism for the Security Zone was also reiterated at the Joint Control Commission (JCC) meeting on 27 December.

According to a communiqué from the Moldovan Delegation, the focus on the subject and the insistence of our delegation, the persistence of violations by the militarized structures of Tiraspol, and the shortcomings found in the current identification procedure as well as the documentation of violations derive from the many incidents recorded in recent years in the Security Zone.

The arguments presented, according to which the parties already assumed the obligation to create such a mechanism and that it would allow future incidents to be avoided and would contribute to maintaining order in the Security Zone, were not accepted.

On the contrary, on the agenda of the meeting, the Transnistrian delegation tried to promote the issue of not allowing the modification of the existing mechanisms for controlling the situation in the Security Zone.

In the process, the head of the Transnistrian delegation was warned against the use of the JCC platform for launching political statements and misinforming public opinion as co-chair of the Commission, launching in the public space information and appraisals that do not correspond to reality.

In this case, on December 25, in an interview with a publication, he said that Chisinau would destabilize the situation in the Security Zone and would create a negative context in the conflict settlement process.

The gesture is regrettable given that it has previously noted in the Commission meetings that constructive approaches and tendencies have been dealt with in the Commission’s competence.

Following tense talks, the meeting ended without reaching a common denominator on the agenda.
