Participating in the meeting were Speaker Marian Lupu, Prime Minister Vasile Tarlev, the first Deputy Prime Minister, Zinaida Grecianii, Deputy Prime Minister Andrei Stratan, ministers, president&#8217;s advisers, according to the presidential press service. <\/p>\n<p>The head of state emphasized the importance to introduce, starting 25 January 2005, the regime of preferential registration for Transnistrian enterprises and of the re-entering into force of a Moldovan-Ukrainian protocol on providing Moldovan customs specimens to the Transnistrian goods. <\/p>\n<p>&quot;The business people from Transnistria should be well and correctly informed about the essence of Chisinau&#8217;s initiative, so that no enterprise perceives Moldova&#8217;s and Ukraine&#8217;s joint actions as economic blockade&quot;, Voronin said. &quot;All our joint actions aim only at legalising Transnistria&#8217;s economic potential, the full functioning of this region&#8217;s economy, without restrictions and bans,&quot; Vladimir Voronin specified. <\/p>\n<p>The head of state stressed the importance to create additional stimuli to register the Transnistrian enterprises in Moldova&#8217;s legal field. In the context, Vladimir Voronin underlined the significance to include a special chapter dedicated to Transnistria in the draft law on capital&#8217;s amnesty, which is under elaboration following the president&#8217;s initiative. &quot;Maybe, only in such a way we will be able to release Transnistria&#8217;s business of suspicions and the heavy burden of survival in a region which is not recognized by anybody.&quot; <\/p>\n<p>The president referred in detail to the prospect to turn the present peacekeeping operation into a mechanism of civilian and military observers under OSCE&#8217;s mandate. Vladimir Voronin said that Moldova&#8217;s status of neutrality does not offer ground for speculations on any kind of foreign military presence on its territory, instead it offers space for a maximum civilized and non-conflictual solution of the problem to demilitarise Transnistria. In this respect, the head of state stressed the importance of the fact that the idea of peacekeeping efforts in Transnistria under OSCE&#8217;s mandate is also backed now by Russian President Vladimir Putin and Ukrainian President Viktor Yushchenko. <\/p>\n<p>Touching upon the prospects for a new round of Chisinau-Tiraspol negotiations, the president instructed to take actions meant to contribute to delegate to the region an OSCE international assessment mission as soon as possible, in order to analyse the situation and the working out of recommendations for organising free and democratic elections. <\/p>\n<p>The participants in the meeting paid an increased attention to the problems of the Dorotcaia village, situated in Transnistria, and under Chisinau&#8217;s jurisdiction.
