The new OSCE Chairmanship opts for federalisation of Moldova and partial solutions to the Transnistrian conflict, which Belgian Foreign Minister Karel de Gucht credits with minimal chances to be settled this year. <\/p>\n

Foreign media has quoted OSCE Chairman-in-Office Karel de Gucht as saying that he will focus above all on settlement of the problem of Russian troops in Transnistria. <\/p>\n

Although Karel de Gucht considers that the resumption of talks on withdrawal of Russian ammunition and troops from the region, in compliance with the commitments that Russia assumed in Istanbul in 1999, is inefficient, he said that the peacekeeping troops have an uncertain status and the status of the Russian military in Moldova must be clarified first of all. <\/p>\n

The OSCE chairman-in-office noted that he has already discussed this possibility with Russian Foreign Minister Sergey Lavrov, who showed readiness to find some solutions to this problem. "It is unclear now how to make progress in this frozen conflict," de Gucht underlined. <\/p>\n

According to BBC, he stressed that OSCE chairmen-in-office do not judge the role of participating sides, but they look for concrete solutions. Russia is the main participating side, while Belgium "takes a more conciliatory line as regards Moscow." Karel de Gucht considers that it is better to find a solution to the Transnistrian conflict, be it partial, than to reopen a theoretical discussion on the Istanbul commitments. <\/p>\n

"The recent stance of Moldova, which is a unitary state, is one of factors that complicate the situation, and this is a step backwards. Thus, perhaps we can try to find a solution to military problems, which would not have an immediate connection with a political solution," the new OSCE chairman-in-office stressed. In the context, he backed the idea seeking the federalisation of Moldova, a concept that Chisinau has criticised. <\/p>\n

Karel de Gucht promised on January 11 to visit Moldova in the first half of March. <\/p>\n
