{"id":99737,"date":"2006-01-04T08:18:00","date_gmt":"2006-01-04T08:18:00","guid":{"rendered":"http:\/\/new.moldova.org\/2006\/01\/04\/moldovan-and-ukrainian-presidents-joint-declaration-on-situation-in-gas-sector-addressed-to-eu-structures-7780-eng\/"},"modified":"2006-01-04T08:18:00","modified_gmt":"2006-01-04T08:18:00","slug":"moldovan-and-ukrainian-presidents-joint-declaration-on-situation-in-gas-sector-addressed-to-eu-structures-7780-eng","status":"publish","type":"post","link":"https:\/\/www.moldova.org\/en\/moldovan-and-ukrainian-presidents-joint-declaration-on-situation-in-gas-sector-addressed-to-eu-structures-7780-eng\/","title":{"rendered":"Moldovan and Ukrainian presidents&#8217; joint declaration on situation in gas sector addressed to EU structures"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading Time: <\/span> <span class=\"rt-time\"> 4<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p>On 1 January 2006, the Russian side reduced the volume of gas supplied to Ukraine, and completely stopped gas deliveries to Moldova. <\/p>\n<p>Although the conditions of Russian gas delivery to Ukraine and Moldova are fundamentally different, we consider, that it is impossible not to notice behind the Russian side&#8217;s actions a scenario of energy pressure and blackmail, planned in advance, which is aimed at undermining our countries&#8217; economic development and destabilising their social situation. <\/p>\n<p>Ukraine and Russia have signed a string of bilateral agreements and contracts, which clearly set the cooperation principles in the gas sector up to 2013. <\/p>\n<p>Taking into account the above-mentioned, Ukraine considers as arbitrary and absolutely groundless the Russian side&#8217;s request that Ukraine switches to the so-called &quot;European&quot; prices (230 dollars per 1,000 cubic metres on the Ukrainian-Russian border) starting 1 January 2006. <\/p>\n<p>At the same time, Ukraine is aware that the present contractual cost of Russian gas delivered to Ukraine (50 dollars per 1,000 cubic metres) does not meet the international prices, and does not take into consideration the tendencies on the European gas market. But, on the other hand, the tariff for transiting Russian gas through the Ukrainian territory (1.09 dollars per 1,000 cubic metres on 100 kilometres) is also much lower than the European one. And if it is to take into account the fact that Russia does not supply technological gas to assure the transit to the European Union, then it turns out that the transit is assured from Ukraine&#8217;s resources, which means that its tariff is even lower for Russia. <\/p>\n<p>Ukraine admits the need to switch to market relations with the Russian Federation in the gas sector, but at the sane time, it cannot agree to Russia&#8217;s proposal to sharply increase gas price almost 5-fold. Ukraine proposes to observe the earlier reached agreements and implement the provisions of previously signed intergovernmental agreements and trade contracts, until this problem is resolved. <\/p>\n<p>The Ukrainian side has always assured an uninterrupted transit of Russian gas to European consumers, and considers as one of its main tasks to completely meet further on its commitments in the sector, in line with the existing bilateral documents. <\/p>\n<p>Moreover, Ukraine not only guarantees the transit of Russian gas to the EU member states, but, as a friendly state, it also helps Moldova by providing it with its own gas. The gas supplied to Moldova is not illegally taken from the volume of gas transported through Ukraine. <\/p>\n<p>The Republic of Moldova, as a country that promotes the course towards integration into the European Union, shares the position of establishing the market price of energy resources, including of gas Russia provides Moldova with. <\/p>\n<p>At the same time, the setting of a market price does not mean establishing an arbitrary price. The statement has a basis in the bilateral relations between Moldova and the Russian Gazprom, given that the management of the Moldovan gas transportation system is carried out by the joint Moldovan-Russian enterprise, Moldova-Gaz, of which the main share package belongs to the Russian side. Moldova-Gaz activity conditions are incomparably more convenient than the one existing at the similar Belarussian enterprise. In this situation, the increase in gas price for Moldova from 80 to 160 dollars per 1,000 cubic metres means nothing more but the income&#8217;s withdrawal from the joint enterprise in favour of only one shareholder. This is, beyond any doubts, a conflict of interests and has nothing to do with market prices. Moldova has no alternative gas sources, which it would extract by its own or provided through other ways than Russia&#8217;s ones, and it cannot conduct a price policy, which would differ from the conditions proposed by Gazprom. <\/p>\n<p>It is also important to notice that during many years, starting 1996, Moldova has paid 80 dollars per 1,000 cubic meters of gas coming from Russia. Moldova pays in due time and only in cash; the largest part of Moldova&#8217;s historical debt to Gazprom is made up of the Transnistrian side&#8217;s debt. <\/p>\n<p>The Republic of Moldova expresses regret that the Russian government has turned down, with no explanations, all the Moldovan authorities&#8217; initiatives on an eventual dialogue on this matter on the basis of market and transparent approaches. At the same time, Moldova notes the lack of any possibility to obtain from Gazprom a clear explanation of the economic reason and the market grounds of the new price for Russian gas proposed to Moldova. <\/p>\n<p>Therefore, the Moldovan leadership considers the created situation as the Russian Federation&#8217;s extra-economic pressure aimed at changing Moldova&#8217;s policy on the Transnistrian settlement issues, and on the prospects of its European choice.
