\"\"The last sitting of the parliament this year will take place on December 30 and will have a festive nature, though the chief of state and the prime minister will not attend it. Lawmakers will not adopt any draft law but will summarise the year. <\/p>\n

In spite of some unwritten traditions, President Vladimir Voronin will not attend the festive sitting because he summarised the year last week. Nor Prime Minister Vasile Tarlev will take part in the last sitting from the autumn session of the parliament on Friday because lawmakers have already heard his report. <\/p>\n

Instead, all leaders of parliamentary factions, as well as Speaker Marian Lupu will address the legislature on Friday. Students from Latin-spelling schools based in districts on the left bank of the Dniester river will go carol-singing to the parliament the same day. They will visit the parliament for the second time in the past two weeks. Lawmakers did not receive the students last Friday "from technical reasons." <\/p>\n

The parliament will hold two working sittings this week. It will hold a close sitting on December 28 to discuss secret topics. On December 29, it will hold a working sitting to approve the members of the Chamber of Auditors and to examine a draft amendment to Constitution in the second reading. <\/p>\n

The draft amendment was introduced in the parliament’s agenda last week, after lawmakers have failed to gather the number of votes needed to amend the supreme law. The amendment calls for extension of competences of the Constitutional Court by empowering it with the right to examine appeals of persons who claim to be victims of violations of human rights and fundamental freedoms. <\/p>\n

President Vladimir Voronin launched this initiative last year in order to reduce the number of appeals to the European Court of Human Rights by instituting a national appeal court. However, all parliamentary factions have categorically turned down this proposal, except for the Communist Party, in spite of the positive notice of the Constitutional Court and Venice Commission. As the Constitution is modified with 2\/3 of votes, a percentage that the majority faction does not hold, the law was adopted with a simple majority in the first reading and was delivered to the competent commission. <\/p>\n
