Some Ukrainian politologists describe the Ukrainian and Russian presidents’ joint statement on the Transnistrian conflict settlement "as a step of compromise able to bring the conflict’s settlement closer". <\/p>\n

The head of the International Institute for Humanitarian and Political Researches’ Ukrainian department, Vladimir Malinkovich, has told a Russian newspaper, Vremya Novostey, that earlier Ukraine and the OSCE were on pro-Moldovan positions, while Russia called for taking into consideration Transnistria’s interests too. <\/p>\n

"At the same time, it is unconceivable to doubt Moldova’s sovereignty, as well as Transnistria’s autonomy. Otherwise, the region could face a even deeper self-isolation. After the recent elections in the region, Ukraine has, as a matter of fact, taken its distance from the Transnistrian conflict settlement. Kiev speaks about the non-value of the Transnistrian elections, which should have been held under the OSCE’s control. Kiev might be right when it comes to the OSCE’s involvement, but the starting point should have been the real situation – the Moldovan-Transnistrian negotiations have a chance to succeed only through Russia’s active participation," Malinkovici said. <\/p>\n

The chairman of the leadership of the Ukrainian centre for applicative political researches, Penta, Vladimir Fesenko, has said that the implementation of the Yushchenko plan has registered no noticeable achievements. <\/p>\n

"The plan provides for ensuring control over the Transnistrian segment of the Moldovan-Ukrainian border in order to counteract smuggling, and it describes the region’s democratisation and the assurance of democratic elections as some of the most important stages. The Ukrainian plan is not a bad one, but the problem is that it passed Russia’s role on the second plan. And Russia is the only guarantor of stability recognised by Smirnov’s regime. Ukraine’s and Russia’s closeness, as well as Russia’s initiatives could have had a great importance in the Transnistrian conflict settlement," Fesenko said. <\/p>\n

According to Vremya Novostey, the official Chisinau has said that, although the statement was not unexpected, it will be commented after the negotiations, that is, this week. Nonetheless, Chisinau considers the statement as a conviction to the recent Transnistrian polls. <\/p>\n

At the same time, Tiraspol considers that the document should not be assessed in a hurry. "It is possible that other conclusions will be drawn in the future, once the statement is calmly examined and the mediators hold consultations over it," the speaker of the supreme soviet of the self-proclaimed Transnistrian republic, Grigoriy Marakutsa, has said. <\/p>\n

The Russian and Ukrainian presidents, Vladimir Putin and Viktor Yushchenko’s joint statement was made public at the beginning of the second round of the 2005 Transnistrian settlement negotiations. The news as such sounds like a sensation. Moscow has practically refused to recognize the 11 December parliamentary elections in Moldova’s Transnistrian region, and agreed on the need to organize new polls. <\/p>\n

Moscow and Kiev speak for replacing the existing peacekeeping mission with an international mission under the OSCE’s aegis, when a final solution to the Transnistrian conflict is identified. "The conflict’s settlement is to take place by offering a special juridical status to Transnistria on the basis of Moldova’s sovereignty and territorial integrity," the two presidents’ statement says. <\/p>\n

Thus, Moscow and Kiev opt for changing the peacekeepers’ format and for OSCE’s control over it. The two presidents hailed the steps undertaken to democratise the Transnistrian region, strengthen the civil society’s basis, and develop human rights on the basis of the OSCE’s and CE’s principles. The heads of state speak for creating conditions to organize transparent and democratic elections in the region’s Supreme Soviet, with the participation of the international community.
