Ukraine and Russia will cooperate to help the Transnistrian region to obtain a special status, by respecting the sovereignty and territorial integrity of Moldova, and a complex of guarantees, according to a joi nt statement of Russian President Vladimir Putin and Ukrainian President Viktor Yushchenko adopted in the Russian city of Sochi on Thursday, December 15. <\/p>\n

The statement on Transnistria signed by the two chiefs of state says that Moscow and Kiev post firm intention to work actively in continuation and to coordinate practical actions to settle the problem as soon as possible in several stages, through peacef ul solutions and dialogue between conflicting sides. <\/p>\n

Russia treats the Ukrainian Transnistrian settlement initiative as an important base for relief and progress of the negotiation process, while Ukraine appreciates the latest proposals of Russia presented as completions to the conflict resolution plan. <\/p>\n

The guarantor countries salute the resumption of the negotiation format in a wider format and plead for settlement of this conflict by establishing a special status for the secessionist region of Moldova. Ukraine and Russia declare themselves as "aware o f the responsibility in maintaining peace and interethnic stability in this region of Europe, for welfare of Moldovan, Russian and Ukrainian people from both banks of the Dniester river." <\/p>\n

Putin and Yushchenko said that the transformation of peacekeeping mission into an international civil mission under the OSCE aegis would be possible after settlement of the Transnistrian conflict. <\/p>\n

Moldova’s wants the peacekeeping mission to include a group of civil experts under the OSCE aegis and to work until definitive settlement of the conflict. Also, Chisinau officials had earlier said that Russia’s proposals repeat the Kozak Plan rejected by Moldova and they unfit the Ukrainian plan on settlement of the Transnistrian conflict, as well as laws on special status of the region that the Moldovan parliament adopted in summer 2005. <\/p>\n

The second round of negotiations in a larger format, with the participation of the OSCE, Russia, Ukraine, Chisinau, Tiraspol, the United States and the European Union started in Tiraspol on December 15.
