Observers from the Congress of Local and Regional Authorities of Europe (CLARAE) who have monitored the December 11 repeated mayoral elections advise local authorities to assign an interim mayor of the Chisinau municipality until the 2007 elections. <\/p>\n

They say it would be reasonable if the acting mayor keeps holding the position of general mayor for the rest of the period and recommend Moldovan authorities to try to reach a political consensus as regards the reduction or even elimination of the electoral threshold. <\/p>\n

CLARAE representative David Lloyd Williams told Monday a press conference he regrets it that the elections were not validated this time due to the low turnout of voters, adding that the elections were free and correct. <\/p>\n

“We think it is time Moldovan authorities consider the variant of changing or amending the electoral legislation as regards the diminishing or elimination of the electoral threshold. For example, in my country, the UK, which has a 200-year democracy there is no electoral threshold. The leadership of the country, political parties and the civil society must reach a consensus in the following 15 months – until the 2007 local elections. The Council of Europe is willing to provide all the necessary assistance,” the CLARAE official told. <\/p>\n

David Lloyd Williams said that after four rounds the organizational process of elections was improved significantly, but there are still some drawbacks as regards the sealing up of the polling boxes and the introduction of transparent polling boxes. <\/p>\n
