Moldovan Deputy Premier, Minister of Foreign Affairs and European Integration Andrei Stratan presumes that the Transnistria problem can only be solved through providing a special legal status to the Transnistrian region within the territorially integral Republic of Moldova. He stated this at the OSCE Ministerial Council Meeting in Ljubljana (Slovenia) on Monday. <\/p>\n

"Independence, sovereignty and territorial integrity of Moldova are an indispensable condition to Transnistrian conflict settlement", he emphasized. <\/p>\n

The Minister reminded that in July 2005 the Moldovan Parliament passed a Law on the main provisions of a future special legal status for Transnistria, which document "develops the Ukrainian Plan of the conflict settlement [Yushenko Plan] and is a fundamental document for solving the Transnistria problem". <\/p>\n

Andrei Stratan expressed gratitude to international organizations taking an active part in finding a solution to the Transnistria problem. He highlighted the role played by the OSCE in that work, and welcomed the inclusion of the European Union and the United States to the talks as observers, and the onset of the Moldo-Ukrainian border monitoring by European Union experts. <\/p>\n

He said the Transnistrian settlement will be largely promoted by the European Union Border Assistance Mission (EUBAM). In his conviction, this is the beginning of the establishment of a real, efficient control on the border, and this work facilitates the consolidation of security in that region of Europe as a whole. <\/p>\n

Stratan voiced regret over the lack of progress in Russia’s meeting its 1999 OSCE Istanbul Summit commitments to resume its troop and military property removal from the Moldovan territory. That call was supported the U.S. representatives and by delegations from GUAM and some other countries. <\/p>\n

The OSCE Ljubljana Ministerial Council Meeting once again saw differences between the Russian Federation and some countries concerning approaches to settling regional conflicts and withdrawal of Russian troops from Moldova and Georgia.
