The Russian Federation insists that the OSCE ignore the mentioning of Russia’s commitments to withdraw its troops and ammunition from Georgia and Moldova in the final document of the Ljubljana Ministerial Summit. <\/p>\n

Contacted by BASA, Reintegration Minister Vasile Sova said that he would not argue with anybody through mass media. "Moldova is also involved in the process of negotiation on the final document of the summit and I assure you that we will protect the inte rests of our country at the OSCE," he noted. At the same time, he did not rule out a possible repetition of the situation registered the precedent years, when the final document of the meeting was not signed because of the lack of a consensus needed for adoption. <\/p>\n

Meanwhile, the Russian Foreign Ministry has released a communication saying that Moscow is categorically opposing the introduction of Russia’s obligation to withdraw from Moldova and Georgia in the final document, and it pleads for a final declaration of the summit regarding priorities of the OSCE and optimisation of activities of this organisation in ensuring security. <\/p>\n

Moscow salutes the intention of Slovenia, the chair of the OSCE, to include the "regional problems" in distinct documents. Russia is categorically against introduction of some articles about the "so-called obligation to withdraw its troops and ammunition from Moldova and Georgia in the final declaration. The main commitments of the Istanbul OSCE Summit envisage the Adapted Conventional Forces in Europe (CFE) Treaty," the Russian ministry said. <\/p>\n

Under decisions of the Istanbul summit, Russia should withdraw its military hardware and weapons from the region by late 2001, while the rest of military arsenal and troops by late 2002. Moscow solicited a new deadline at the Porto summit of the OSCE, sa ying that the withdrawal process was difficult. The OSCE Ministerial summit the next two years failed to adopt a final decision because Russia blocked this process and refused categorically to recognise the obligation to withdraw its troops from Georgia and Moldova. <\/p>\n
