The forum of constitution of the community of democratic options of states in the area of the Baltic Sea, Black Sea and Caspian Sea will take place in Kiev on December 1-2. President Vladimir Voronin will arriv e in the Ukrainian capital on the last day of the forum. <\/p>\n

Taking part in this regional initiative are representatives of Georgia, Moldova, Ukraine, Estonia, Lithuania, Latvia, Romania, Macedonia and Slovenia. <\/p>\n

Representatives of 15 states have confirmed their participation in the forum, including nine at level of presidents. The presidents of Romania, Estonia, Georgia, Latvia, Lithuania, Macedonia, Moldova, Slovenia and Ukraine have announced their participati on in the meeting. The presidents will sign a joint statement at the end of the meeting. <\/p>\n

The meeting will also bring together the secretaries-general of the OSCE, Council of Europe and BSEC, as well as representatives of the United Nations, European Union and NATO. <\/p>\n

According to the Romanian news agency Mediafax, Romanian President Traian Basescu will address the forum over responsibilities of Romania as member state of NATO and future member of E.U. regarding insurance of regional stability and support for efforts of states in the Pontiac-Caspian area for consolidation of democrac y. President Basescu will also launch the concept of the Black Sea Forum for Dialogue and Partnership, which calls for a non-institutionalised cooperation between states in the region. <\/p>\n

The forum will comprise two stages. Civil society representatives from member states will arrive in Kiev on December 1 and the official meeting with participation of chief of states will take place the next day, on December 2 <\/p>\n

According to the Ukrainian Foreign Ministry, this is only the first step forward creation of organisation. The next meeting is scheduled for spring in Bucharest, Vilnius will host a meeting in June and Tbilisi next autumn. <\/p>\n

Although Ukrainian Foreign Minister Boris Tarasyuk had earlier stated that this is not an alternative for CIS, but only a coalition of democratic options in member states, Russian press reports say that the new regional initiative is dictated by weakenin g of the CIS and statements of Georgian officials regarding intention to withdraw from the CIS. CIS institute director Konstantin Zatulin, deputy in the Russian State Duma, said that the forum will discuss the future of CIS, while the future organisation aims to create a "sanitary cordon" around Russia. <\/p>\n

The presidents of Ukraine, Poland, Lithuania and Georgia decided on August 22 to create the new initiative in a move to consolidate the democracy, security, stability and peace in the region. Also, the presidents of Ukraine and Georgia had earlier indica ted the need of this organisation in order to eliminate the delimitation lines in the region, to settle frozen conflicts and to encourage the respect human rights.
