The detachable coupons of the ballot papers will be thrown into special ballot boxes and counted in parallel with the voting papers, under a bill on the modification and completion of the Electoral Code passed Thursday in final reading. These amendments will enter into force on 1 January 2006. Starting next year, all the voting papers and detachable coupons will be counted and passed on to the next in rank electoral commission. This law is valid for all types of elections. <\/p>\n

According to Dumitru Braghis, one of the authors of the amendments, the last modifications to the Electoral Code that included the division of the ballot paper into the ballot paper itself and the detachable coupon, aroused uncertainty. Thus, the provisions in force do not specify the main function of the coupon – that of excluding eventual manipulations. <\/p>\n

These changes will ensure the transparency and security of the electoral process and will enable to avoid accusations of electorate’s manipulation, Braghis says. <\/p>\n
