The Moldovan delegation, on 10 November, presented an assessment of the OSCE Mission to Moldova’s report on the Transnistrian settlement conflict and the democratic evolutions in Moldova within the OSCE Permanent Council in Vienna, according to the Foreign and European Integration Ministry’s press service. <\/p>\n

The Moldovan representatives highlighted the most important steps taken by the Chisinau authorities to reach the international standards of democratisation, human rights and electoral processes, in the context of Moldova’s firm position to integrate into the EU. <\/p>\n

The delegation reiterated the reached internal political consensus on parameters and goals that have to be met in order to solve the Transnistrian issue. They said that the only aim of the negotiating process is to define the autonomous status of the Transnistrian region as component part of the unitary territorial status of the Republic of Moldova. Putting into operation the decisions unanimously adopted by the Moldovan parliament as regards the region’s democratisation and demilitarisation, are indispensable conditions of advancements in the settlement process. <\/p>\n

The delegation reiterated Moldova’s firm position on the need to withdraw the Russian troops and ammunition form the country’s territory. In the context, the OSCE was called to assure the implementation of its resolutions on the issue, and the Russian Federation to resume immediately the withdrawal process in line with the decisions of the OSCE Summit in Istanbul. <\/p>\n

The OSCE Permanent Council was informed about the inefficiency of the present peacekeeping mechanism , and about Moldova’s willingness to transform it into an international mission of civil and military observers with the OSCE’s mandate. The Moldovan delegation expressed confidence that the carrying out of the EU monitoring mission on the Moldovan-Transnistrian border, including its Transnistrian segment, will significantly contribute to the conflict settlement process. <\/p>\n

The Chisinau representatives draw the council’s members’ attention to the foreign economic pressure exerted on Moldova in the context of the Transnistrian conflict. They particularly referred to the recent illegal privatisation of the Cuciurgan Power Plant (which has covered 54 per cent of Moldova’s energy needs) by the Russian state-owned company, Inter RAO EES, and the plant ceasing to deliver electric energy to the right bank of the Dniestre river. The delegation said that these illegal actions have to be considered not only bilaterally but also internationally. <\/p>\n

The USA’s and the EU’s delegations reiterated the need to immediately carry out the decisions of the OSCE Summit in Istanbul referring to the withdrawal process. The US delegation described as regretful the fact that even now, six years after the summit, the Russian Federation still has not met its commitments to withdraw its troops from Moldova.
