Mediators of the Transnistrian settlement met in Ljubliana, Slovenia, on Friday to discuss the agenda of the October 27-28 round of negotiations in Chisinau. <\/p>\n

Representatives of the European Union and United States will participate in talks along with representatives of Russia, Ukraine and the OSCE for the first time. Contacted by BASA, William Hill, chairman of the OSCE Mission to Moldova, said that he cannot provide details about the meeting, but confirmed that mediators will meet in a larger format to work out the agenda of negotiations. The participants in last round of consultations decided to invite E.U. and U.S. representatives at negotiations. Therefore, Chisinau accepted to resume the Transnistrian settlement negotiations, which it suspended last year because of the problem of Latin-spelling schools. <\/p>\n

Organisation of free and democratic elections in the Transnistrian region, in line with the Ukrainian plan on settlement of the Transnistrian conflict, is one of problems which be regulated. The OSCE has already announced that it will not monitor and rec ognise the elections that the Smirnov regime intends to hold in the Supreme Soviet in Tiraspol at the end of this year. The sides discussed the possibility to create an international commission under OSCE aegis to organise the elections after democratisation of the region. <\/p>\n

The agenda of the September meeting in Odessa also included issues related to use of Russian ammunition and transformation of peacekeeping operation into a civil operation. The sides did not reach an agreement on these issues and talks on these problems could restart in October. President Vladimir Voronin said Monday that Moldova expects the negotiations in a larger format to focus on statute of the Transnistrian region as part of Moldova, in line with the law on basic principles of the special juridical statute of settlements from the left bank of the Dniester river. <\/p>\n

Last round of negotiations on Transnistrian settlement took place in July 2004.
