The Committee of Ministers of the Council of Europe (CE), on 19 October, unanimously adopted a note on the Moldovan-language schools using Latin script in the Transnistrian region, following a written information about the measures taken to assure the schools’ normal activity submitted by a member of the CE Parliamentary Assembly, Moldovan MP Vlad Cubreacov. <\/p>\n

"The Committee of Ministers welcomes the fact that following negotiations undertaken by the parties concerned in order to find a sustainable agreement on the status of these schools, the permanent registration of the schools has taken place and the academic year has started," the committee’s note says. <\/p>\n

At the same time, the Committee of Ministers noted that the issue over these schools’ licensing has not been solved yet, and the school in Ribnita is still unable to operate from its own building. Therefore, the committee said that it "will keep the situation under review". <\/p>\n

In the context, the Russian representatives in the committee fully agreed with the committee’s assessment of the situation, and said it is unacceptable that the Tiraspol authorities drag any longer the process of identification of a final solution to the existing problems. <\/p>\n

Referring to another Cubreacov’s question about the non-fulfilment by Russia of commitments to withdraw troops and armament from Moldova, which the Russian Federation assumed in 1996 when it became a member of the Council of Europe, the Council of Ministers failed to work out an answer, because of Russia’s non-constructive position on the issue. <\/p>\n

Russia’s representative tried to connect the troops’ non- withdrawal with the negotiations on the Transnistrian conflict settlement, blaming Moldova for disrupting the process in 2003. This approach was turned down by the members of the Committee of Ministers. The committee also described as unserious and flying in the face of reality the reason that Russia cannot withdraw the troops and armament from Transnistria, because the region’s population opposes to. <\/p>\n
