In an interview for Free Europe, Socor voiced disagreement that Russia and the OSCE backed the idea that Tiraspol, “as participant in negotiations”, has the right to invite or refuse to invite the US and the EU to negotiations. According to Socor, “Russia and the OSCE have consciously treated Tiraspol as a state equal to other states”. <\/p>\n

“Because of Russia, the OSCE imposed censorship on itself, avoiding to recognize publicly that Russia obstructs Western diplomacy, and that because of its stance, the EU and US have not been offered full membership, as Moldova insisted,” the analyst said. <\/p>\n

Socor thinks that the statements that the EU and US could become full-right participants in the process of negotiations in future are false. “…there will be no favorable conditions to settle the Transdniestrian conflict in line with Moldova’s and West’s interests in the next two-three years. A favorable sign will be when the EU and US are given full rights in the negotiations. Then we may be sure the dispute will be solved”, the analyst told. <\/p>\n

Referring to the elections that are to take place in Transdniestria, Vladimir Socor said that Ukraine “has lost the political and moral authority to be the champion of democratization, including in Moldova on the left bank of the Dniester”. The analyst considers that “the orange revolution in Ukraine had got into scandals of corruption and illegal business instead of fulfilling its democratic program, while Kiev is flirting with Moscow now on political level as well”. Given this situation, “who would still believe that Ukraine would take care that the elections in Transdniestria to be democratic and fair,” Socor wonders. <\/p>\n

Coming back from Odessa where it was decided to extend the negotiations format by inviting the EU and US as observers to the talks, the head of the OSCE Mission to Moldova William Hill and Minister of Reintegration Vasile Sova told during a TV program that this is just “a first step” because the status of observer remained similar to that of mediator except one thing – the observers do not sign the minutes of the meetings they attend. Sova and Hill made it clear that the status of the EU and US might be changed in future into the status of full-right member. <\/p>\n
