Head of the Foreign Affairs Department of the unrecognized Moldovan Transdniestrian Republic, Valeri Litcai declared on Thursday that the five-sided summit held in Odessa on September 26-27 “is the beginning of a new political season”, Transdniestrian Agency “Olvia-press” informs. <\/p>\n

Valeri Litcai said that Transdniestrian authorities agreed on the acceptance of the EU and US as observers in the negotiation process. “The main question under discussion was the status of observer. Without a definition of this status it would have been impossible to include the US and EU,” Litcai said. According to him, the observers have the right to take part in the five-sided negotiations, to deliver speeches, to ask and answer questions. Still, they do not have the right to sign documents, do not take part in decision making, but have the right to comment. Litcai pointed out that Washington agreed to act as observer and not as a full right member, as Moldovan President Vladimir Voronin proposed last week in Iasi. <\/p>\n

According to the minister of foreign affairs of Transdniestria, some time earlier the Tiraspol authorities would have never agreed to the US involvement in the negotiations, “as the experience of the Balkan countries has shown that the involvement of the US only worsened the situation”. “Yet everything changes and the position of our allies – Russia and Ukraine – has also changed. Last autumn, Russia and Ukraine were against US participation. In summer 2005, Ukraine voted for. We have to respect this decision,” Litcai said. <\/p>\n

In the end Litcai said that the acceptance of the EU and US as observers in the settlement of the Transdniestrian dispute would lead to the improvement of the negotiation process. “Until now everything goes as it should,” Valeri Litcai told. <\/p>\n
