The meeting of Moldovan and Transdniestrian representatives and of the mediators in the Transdniestrian conflict – Ukraine, Russia, and the OSCE, due to take place on September 26-27 in Odessa, will be a first step in the resumption of negotiations and in the extension of the negotiations format, William Hill, head of the OSCE Mission to Moldova, stated on Thursday. <\/p>\n

The official feels sure that an agreement regarding the involvement of the US and the European Union as observers in the negotiation process will be signed during the consultations. “We hope to reach an agreement in Odessa and to take the decision of enlarging the negotiations format. The US and the EU have not been invited to Odessa, though I have reasons to believe and I hope they will be invited to the following meeting,” Hill said. <\/p>\n

The OSCE official told that the participants in the Odessa meeting will discuss the organization of democratic elections in Transdniestria, the democratization of the region, the monitoring of the Moldova-Ukraine border on the Transdniestrian segment, and the withdrawal of Russian military contingent from the region. <\/p>\n

Mr. Hill welcomed the request of the Moldovan and Ukrainian Presidents Vladimir Voronin and Viktor Yushchenko addressed to the OSCE acting chairman to make up an international electoral commission for the organization of democratic elections in Transdniestria. “The OSCE Mission approves this decision and we are looking forward for it to be analyzed,” Mr. Hill said. <\/p>\n

Yet, the official asked not to confuse the parliamentary elections planed by Smirnov’s regime for December with those that are to be organized by an international commission. “The elections organized by the Transdniestrian leadership will be ignored and not recognized by our mission. The OSCE will neither monitor nor recognize these elections," Hill told. <\/p>\n

According to the OSCE official, it takes eight months to organize democratic elections from the technical viewpoint. Moreover, a political decision is needed in this respect. Since it is still under discussion, an exact date for elections in Transdniestria can not be set yet. <\/p>\n

Meanwhile, the Transdniestrian administration, which has already started the electoral campaign, intends to invite observers from international organizations, CIS and CIS-2 countries to monitor the poll and declare it legal.
