The presidents of Moldova and Ukraine, Vladimir Voronin and Viktor Yushchenko, have issued a joint letter for the OSCE Chairman-in-Office Dmitrij Rupel after a meeting in Kiev on Wednesday. They two leaders asked the Slovenian foreign minister to create and deploy an international mission to prepare the first democratic elections in Moldova’s breakaway region of Transnistria. <\/p>\n

Voronin and Yushchenko propose the Organisation for Security and Cooperation in Europe to begin sustained actions aimed at preparing and organising the elections to the Supreme Soviet [legislature], under international control. The International Election Commission could be the main mechanism of election, under the auspices of the OSCE. <\/p>\n

The Moldovan and Ukrainian leaders said the mission would evaluate the situation on the spot under OSCE guidance and would recommend the best ways to create optimal work conditions and climate for elections. The mission would also draft the rules of elections and would define the role of all parties in this event. It would also fix the time of elections, the letter reads. <\/p>\n

Voronin and Yushchenko describe the elections to the Supreme Soviet in Tiraspol as "one of the important stages of democratisation in the region" and promised to formally propose the creation of an International Election Commission to the Political Council of the organisation in the near future. <\/p>\n

They also explored the possibilities to enlarge the format of negotiation in the Transnistria issue, by inviting the United States and the European Union to join the settlement process. They discussed in this context the themes of talks at the September 26 scheduled meetings of mediators and conflicting parties in Odessa, Ukraine. <\/p>\n

The two leaders agreed that the aftermath of Odessa meetings should be the immediate resumption of negotiations between the Moldovan government and the authorities of the secessionist enclave. Already there, the E.U. and the U.S. should be part of the negotiation format, they noted – falling short however of stating what status the two powers would assume. <\/p>\n

Voronin and Yushchenko also discussed in Kiev the decision of the E.U. ambassadors to deploy in December 50 monitors to the border between the two ex-Soviet countries.
