On September 16, in his speech at the UN Assembly, Moldovan President Vladimir Voronin emphasized that democratization and demilitarization of Transnistria are two main conditions for solving the conflict in Moldova’s Eastern region. "Without removal of the factors of external pressure, including foreign military presence, without democratization and demilitarization of Transnistria, without control of the state borders on the perimeter of this area, it will be impossible to settle the conflict, to stop the illegal trafficking of arms, drugs and human beings and provide stability and security for this part of the European continent", mentioned Voronin. He also recognized the need to ensure democratic reforms for the rest of the country. "We will continue to work vigorously to further develop the rule of law and democracy and to ensure a maximum level of protection of human rights on the entire territory of the Republic of Moldova so that our citizens from the area controlled by the totalitarian separatist regime from Tiraspol would also enjoy them, Moldovan president said.

\n\"\"Speaking in front of a distinguish audience at a dinner organized by the New York Bar Association, President Voronin praised high the status of Transnistria that the central authorities in Chisinau are ready to offer to the breakaway region of Transnistria. In his words, this status “provides more attributes to Transnistria in comparison to what other autonomous regions in the Former Soviet Union enjoy, like Ukraine’s Crimea and Russia’s Tatarstan”. Asked what Moldova will do if Russia would not withdraw its troops and munitions in accordance with 1999 OSCE Istanbul decisions and the express demand of the Moldovan Parliament this year, Vladimir Voronin said that his country “will ask UN and European structures to intervene”.
