After his meeting with Foreign Affairs Minister in the Republic of Moldavia Andrei Stratan, Romanian Minister of Foreign Affairs Mihai-Razvan Ungureanu stated: "The present participants to negotiations – OSCE, the Russian Federation, Ukraine – don’t seem satisfactory to me because of means and opportunities to solve the Transdniestria issue." The Romanian official said while in Iasi: "Romania is for tactful action and participation that should also represent its interest along with the interest of the security groups we are part in." He reminded that Transdniestria had been on Romania’s foreign affairs agenda ever since January and mentioned: "as far as Transdniestria is concerned, Romania is not alone." He added: "As NATO member and future member of the European Union, our country is as interested as the other states in these two groups in the external border security. Transdniestria is a matter of geographical and political proximity. We are concerned about the conflict in Transdniestria simply because it is a potential area of regional instability. Together with all river states we are interested in improving security in the Black Sea region. This can be achieved only by cooperation." <\/p>\n

OSCE is dissatisfied with the new Moscow plan <\/strong><\/p>\n

William Hill, Head of the OSCE Mission to Chisinau, confirmed in a recent interview for Free Europe radio post the existence of a new Russian plan to end the conflict in Transniestria, says AP-FLUX. Hill said he learnt about a new set of proposals from the Russian representative to negotiations for the conflict in Transdniestria, Valeri Nesteruskin. The OSCE Ambassador mentioned the new Moscow plan might be released this autumn. Hill said: "We are going to study it thoroughly to see whether it is a positive step or not." <\/p>\n

The OSCE Ambassador was asked whether the new Russian document included elements taken from the set conventionally known as the Kozak plan, which Chisinau authorities had turned down almost two years before. Hill answered it indeed included elements from the latter plan. He explained: "As for the main elements, this project no longer talks about the presence of Russian military troops in the Republic of Moldavia. I suppose that just like in the Yushchenko plan certain military guarantors will be present." Hill added OSCE was going to insist for multinational peacemaking mission, along with the presence of civil and military observers with OSCE mandate."
