Transnistrian settlement may be achieved in a Romanian project that would combine the Kosovo situation and the Cyprus model, Romanian Social Democratic lawmaker Adrian Severin was quoted by Mediafax news agency as saying Wednesday. <\/p>\n

Mr. Severin presented in Bucharest a political analysis report titled "Transnistria – Evolution of a Frozen Conflict and Perspectives of Resolution", which was authored by the Ovidiu Sincai Institute. He said the document suggests the Romanian authorities to focus on "detachment of Transnistria as a territory from Moldova and its placement under a regime similar to that in the Kosovo province [of Serbia]." <\/p>\n

Once the breakaway enclave becomes an international protectorate, it would be subject to the 3Ds policy: demilitarisation, democratisation and decriminalisation, the report says. <\/p>\n

Such a regime, which would provide for a special role for Moldova’s neighbours [Romania and Ukraine], and for Russia, – but all under a United Nations umbrella – would ensure the necessary elements of confidence building, Severin stated. This status should be granted for minimum five to seven years, "given the difficulties which the similar procedures and policies faced in other parts." <\/p>\n

\"\""In parallel, a process similar to that in Cyprus should be upheld, regarding Moldova’s integration in the European Union," the PSD parliamentarian continued. "This means that the E.U. should transform its neighbourhood policy concerning Moldova into an integration\/enlargement policy." <\/p>\n

A special strategy that permits Moldova to join the E.U. within three to five years is needed to support this proposal, Severin was quoted as saying by Mediafax. In his opinion, this is a reasonable proposal, since Moldova is not a big country while certain reforms only need a political will and mobilisation of resources within a relatively short period of time. <\/p>\n

According to Severin, the detachment of the two banks of the Dniester river must not be understood as the independence of Transnistria or the union of Moldova with Romania. <\/p>\n

He spoke out in favour of popular consultations in order to determine the final status of the region, the way Kosovo is going to hold in the future. <\/p>\n
