MOLDPRES\/ – It is for the first time ever that in Chisinau there is a leadership that can cope with the situation in the Transnistrian region, a western political analyst, Vladimir Socor, said in an interview given to Radio Moldova on 5 September. <\/p>\n

"What should be Chisinau’s answer to everything that happens and is being stated now in Tiraspol? First and foremost – no concession in terms of democracy. Moldova is a democratic state with European aspirations. Therefore, it would be completely unnatural for Moldova to accept internationally monitored elections in Transnistria aimed at recognizing the outcomes of the polls. This is exactly the essence of the Ukrainian plan", Socor said. <\/p>\n

"It is the Kremlin that is speaking through Smirnov’s voice, rather than Smirnov himself. Russia’s official representatives participated in festivities in Tiraspol, and the same actors have been going there since 1992-93 till present: Mitrofanov, Mitrofanov’s chief, Zhirinovskiy, Zatulin, Baburin. The only difference is that ten years ago they were in opposition to the Kremlin, while now they represent a part of the power", the analyst said. <\/p>\n

Socor also said that Moldova, the Chisinau civil society, the authorities, and Moldova’s Western friends should urgently start helping the civil society on the left bank of the Dniestre river to set up political structures beginning with non-governmental organizations. <\/p>\n

"Some western chancelleries, western diplomats who know very little about the situation in Moldova, but who, unfortunately, have the responsibility to solve this problem, say they have no other dialogue partner but the Tiraspol authorities. We should offer them a legitimate dialogue partner. The Transnistrian residents are not represented in the political system on the left bank of the Dniestre river, and, especially, their opinion is not heard within the negotiations on the conflict’s settlement", Socor said. <\/p>\n

"Last July, I participated in a meeting with teachers, and they came out with the proposal to set up a forum of Moldovan citizens living on the left bank of the Dniestre river. Two representatives of an American foundation who are set to back Moldova’s civil society, particularly on the left bank, were attending this meeting as well", Socor also said. <\/p>\n

"Smirnov wants Washington and Brussels to speak to Tiraspol. This is the most ridiculous part of Smirnov’s statements. It is exactly the thing we can expect from Smirnov; he is Russia’s employee. And it refers not only to Smirnov, but also to Antyufeyev and the entire grouping of their entourage. They do not represent Transnistria", Socor stressed. <\/p>\n

"Officers, non-commissioned officers, weaponry, instructions, they have all been coming in the region from Russia. When referring to Transnistria’s demilitarisation, we mean not only the withdrawal of the Russian troops from the region, but also the dissolution of Transnistria’s military and security structures. These are Russia’s structures under Transnistrian banner", the analyst said. <\/p>\n

"Moldova was about to be liquidated as a state due to the so-called federalisation, due to a decision of the then president Lucinschi. But Lucinschi’s decision was later supported by Chisinau important figures. This was the second attempt to transform Moldova into a shooting field. I am very glad that president Voronin, the Chisinau government, the parliamentary majority, and civil society have finally managed to defeat the plan of federalisation, that would have led to Moldova’s liquidation as a state", Socor said. <\/p>\n

"We have now a much more patriotic leadership in Chisinau, more aware of the state’s interests than it was till not so long ago. Due to this change, Moldova will manage to stand the attempts of being turned once again into an experimental shooting field.
