A part of states that aspire to join the European Union seem to be disappointed by the "pause" the bloc has taken in the enlagement and unification process, and Russia could seize an opportunity to propose own projects to its neighbours, says Michael Emerson, a senior research fellow at the Centre for European Policy Studies (CEPS), Brussels. <\/p>\n

Because decade may be the unit of measuring this pause, Moscow has a relatively long period at its disposal, but it must renounced the aggressive – and counter-productive – attitude towards the so-called "near abroad", the analyst says in a commentary titled "The Black Sea as Epicentre of the Aftershocks of the EU’s Earthquake". <\/p>\n

According to this European expert, Moscow has started to believe already that the European expanse of the CIS (except for Russia) will one day become part of the E.U. and that President Putin’s policy of blackmail and pressure regarding the former Soviet republics is wrong. <\/p>\n

"Europeanising" slowdown gives the Krelmin a chance to revise its attitude towards the former bloc partners and win their confidence, all the more thanks to its sole political will – unlike the E.U.’s political antagonisms. If Moscow succeeds to propose neibours a concrete and attractive economic project, offering more than asking, Mr. Emerson continues, it could become by time a counter-balance to the E.U. and even to the United States at its peripheries. <\/p>\n

As Russia has not done so until now, it is not entitled to claim friendship or loyalty from neighbours. While the Moscow authorities continue a policy based on economic blackmail and political-military pressure in the CIS countries that turned their backs, the E.U. grants economic facilities combined with certain political conditions. This mechanism makes the Union attractive for the limitrophe regions, the commentary says. <\/p>\n
