\"\"“Moldova has fulfilled its commitments towards the Council of Europe not only through adopting a set of laws, but also through democratizing our society,” stated Monday President Vladimir Voronin at the solemn meeting of the Parliament dedicated to the anniversary of 10 years since Moldova’s adhesion to the Council of Europe. <\/p>\n

The head of state mentioned that the large legislative experience of the CE offers us a chance to perfect our national legislation and to adjust it to the European standards. At the same time, Voronin expressed his regret about the fact that “although there were taken concrete steps both by the Moldovan authorities and OSCE and mediators, the Transdniestrian conflict wasn’t politically settled.” According to Voronin, “as long as the international community remains passive to the numerous cases of violation of fundamental human rights and freedoms, of violent suppression of freedom of expression, to aggressive intolerance towards any manifestation of opposition in the eastern districts of the Republic of Moldova, the danger of regional stability and security will still exist.” <\/p>\n

Spokesperson of the Parliament Marian Lupu said in turn in his speech that ten years within the CE were a school of democracy. “Our participation in the CE is an important step taken by our country on the path to regional and European integration,” stated Lupu, and the monitoring instituted by the CE contributed to the democratization of the Moldovan society. <\/p>\n

Delivering a speech in front of the MPs, Secretary General of the CE Terry Davis appreciated the spectacular progresses made by our country towards the culture of democracy, emphasizing especially the joint statement of the political parties regarding the European integration. At the same time, Secretary General of the CE called on the Moldovan authorities to continue the reformation policies, underlining that the progress of the country towards democracy would be one of the most important factors enabling the settlement of the Transdniestrian conflict. “The orientation to a developed democracy should not be hesitant, but confident,” asserted Terry Davis. <\/p>\n

“Although all the after-effects of the past continue to be felt in Moldova, even after years of democratic experience, the path of the future is clearly traced,” said the high European official. <\/p>\n

Representatives of the parliamentary factions who delivered speeches during the solemn meeting reiterated in turn the importance of ending the monitoring of Moldova by the CE. <\/p>\n

According to Eugeniei Ostapciuc, leader of the Communist party, “during the last ten years, the Moldovan society managed to come closer to the political values of the countries with advanced democracy”. <\/p>\n

According to one of the leaders of Our Moldova Alliance (AMN) Dumitru Braghis, “the democratic processes in the Republic of Moldova continue to be affected by political forces’ obstruction, ignorance of the initiatives of the opposition and civil society.” <\/p>\n

In the opinion of the chairperson of the Christian-Democratic faction Vlad Cubreacov, “the failure to identify the institutions of the state of law, the lack of respect for human rights, governors’ abuse generated the skepticism of the European partners. The signature of the Action Plan Moldova-EU implied the reorientation of the Moldovan authorities to Europe.” <\/p>\n

On the other hand, the leader of the Democratic faction Dumitru Diacov expressed the idea that it is time to get rid of the practice of arbitration in the relations with the Council of Europe. “The CE must be Moldova’s partner and not a judge or arbitrator,” said Diacov. <\/p>\n

President of the Social-Liberal group Oleg Serebrian considers that the tribune of the CE is very important for Moldova and, at the moment, the only one where the latter is accepted. <\/p>\n

Moldova adhered to the Council of Europe on 13 July 1995. Iuliana Gorea-Costin was the first Moldovan ambassador in Strasbourg, Permanent Representative of Moldova to the Council of Europe. She wasn’t invited to take part in the solemn meeting of the Parliament. Asked by REPORTER.MD, Iuliana Gorea-Costin stated that “the fact that Moldova continues being monitored by the Council of Europe until now is extremely grave. This is the toughest mark given to a country that is a member of this organization. We lag behind at the same chapters: supremacy of the law and state of law, democratization of society and human rights. In a normal way, the CE’s monitoring lasts for 2-2.5 years, and the fact that we have a special representative of the CE Secretary General in Chisinau, who supervises us on the spot, is not at all a reason to be proud, as the authorities try to present it.
