The summer session of the Parliamentary Assembly of the Council of Europe (PACE) began in Strasbourg on Monday. According to the agenda, the PACE will recommend the Russian Federation to immediately pull out its troops from Moldova. <\/p>\n

Parliamentarians Dumitru Prijmireanu and Vlad Cubreacov will represent Moldova in Strasbourg. The latter will ask explanations from Moscow why it did not take any measure to withdraw its military forces and ammunition from Moldova. Cubreacov will also ask the Committee of Ministers of the Council of Europe to comment upon Russia’s attitude towards previous commitments regarding the pullout of troops from Moldova. <\/p>\n

The problem regarding the withdrawal of Russia’s military presence from Moldova’s eastern districts will also be debated in the context of a PACE report on how Russia had fulfilled its commitments towards the Council of Europe. If a draft resolution of rapporteurs is accepted, the PACE will recommend Moscow to immediately pull out its troops from Moldova, a process that Russia should complete in October 1997. The PACE will also highlight Russia’s failure to resume the process of withdrawal of its troops from Moldova. As for the Ilascu case, which the European Court of Human Rights (ECHR) had earlier examined and passed a ruling in this regard, Russia will be urged to cooperate with the ECHR and not to delay the Court’s activity in future, as well as to respect the ECHR decisions. <\/p>\n

The PACE lawmakers will also discuss the evolution of constitutional reform in Armenia, contribution of the European Bank for Reconstruction and Development to economic proces in Central and Eastern Europe, situation in the republics of Central Asia and Kosovo. <\/p>\n
