That question was debated in Chisinau today at a seminar organized by the Institute of Public Policies, a Moldovan non-governmental organization. <\/p>\n<p>The Institute established that the Moldovan and Ukrainian authorities come across certain problems in their efforts to unfold such posts, and decided to attract foreign experts to solving the border issue. These experts had worked last 3 months in their home countries, analyzing the practice of running joint customs stations by various countries. <\/p>\n<p>IPP Programs Director Iurie Pintea believes their presently exists no legal or financial obstacles to organizing such posts, and Ukraine may agree to that undertaking, &quot;however, much depends here on the problem&#8217;s political aspect&quot;. <\/p>\n<p>He voiced regret that no official representatives of Ukraine took part in the seminar, but only experts from non-governmental organizations. <\/p>\n<p>Before the seminar beginning, its participants visited the Palanka Customs Station (in southeastern Moldova) to learn more about situation in this sphere of activities and to compare it with their native countries. Tomorrow, the experts will hold a roundtable meeting to continue discussion about joint Customs posts. <\/p>\n<p>The Institute of Public Policies&#8217; project on studying other countries&#8217; experience of joint Customs posts is being funded by the Open Society Institute (Bucharest). <\/p>\n<p>Even if joint Moldo-Ukrainian customs posts are unfolded on the Moldo-Ukrainian border, they will be unable to work efficiently until a political solution of the Transnistria conflict, presumes Victor Chumak of the International Center for Perspective Researches on Kiev, a former CEO of the Ukrainian Border Department. <\/p>\n<p>He stated at the Chisinau seminar today that the joint posts can work only in the territory of one state provided the other state keeps its territory under full control. Moldova does not control its Transnistrian region, therefore problems will necessarily arise with the storing of goods arrested by the Customs, with drawing up documents, and so forth. <\/p>\n<p>He underlined that on the whole, Ukraine is interested in having such joint posts with Moldova, as this would improve a better movement of people, commodities and transport. However, he thinks attention should not be focused on the Moldo-Ukrainian border only, for &quot;control on the Moldova-Romania border fails to meet international requirements as well&quot;. <\/p>\n<p>In his opinion, the sides should first scrutinize the Yushenko Plan &quot;that offers a possibility of a political settlement of the Transnistria conflict&quot;, and only after that &#8211; to start building joint Customs posts on the border. <\/p>\n<p>&quot;The Plan is not ideal, but it opens door to a peaceful solution of the Transnistria conflict.
