Democratic elections in Transnistria are impossible in conditions when there is no pluralism of opinions or freedom of speech, and when the Republic of Moldova Constitution is not observed in the region, reads the Moldovan Parliament’s Appeal to the international community adopted today. <\/p>\n

The document determines principles and conditions for holding free elections on the left Dniester bank, namely a legal reform, release of political prisoners, creation of conditions for the existence of various political parties and independent mass media, holding of elections under the auspices and control of a European electoral commission to be equipped with an OSCE mandate and to come and begin working here minimum 5 months before the elections in Transnistria [due in December]. <\/p>\n

The Moldovan Parliament highlighted that without observing these conditions, it is impossible to ensure a free choice for the citizens of Moldova residing on the left Dniester bank, and without such free and democratic elections it is impossible to elect representative power organs in the region which are regarded as a key element in the peaceful settling of the Transnistria question. <\/p>\n

The Moldovan parliamentarians called upon the Council of Europe, OSCE and European Union to take an active part in Transnistrian region democratization efforts. <\/p>\n

The Moldovan Parliament today adopted a Statement containing approval of the Ukraine-proposed Plan of Transnistrian conflict settlement. <\/p>\n

The deputies wrote the Yushenko Plan contains a new, effective approach to resolving the Transnistrian dispute. However, the document "failed to reflect several settlement principles – withdrawal of Russian troops, demilitarization and democratization of the region, establishing a legal control over the Transnistrian segment of the Moldova-Ukraine state border". <\/p>\n

The legislature believes these questions can be resolved on the basis of Moldovan constitutional norms and the international law as well as through a constructive dialog with new, democratically elected leaders of the Transnistrian region. <\/p>\n
