We have even become kind of snobs in that, oftentimes not noticing important, extremely sincere proposals deserving to be accepted and developed&quot;, said the head of state. <\/p>\n<p>In his words, he often has an impression that the Moldovan political elite does not need a Transnistrian settlement as such, that it is more advantageous to live in a split country with an open border, with Transnistrian shadowy economy and a foreign military presence. <\/p>\n<p>Voronin assessed the Ukrainian Plan as &quot;an undoubted personal courage of Ukrainian President Victor Yushenko&#8217;s&quot;, as &quot;the most interesting and most promising document ever seen on the negotiation table&quot;. <\/p>\n<p>&quot;The Plan avoids very delicately and intelligently those acute problems which decelerate the negotiation process each time, namely withdrawal of foreign troops from the Moldovan territory, division of powers between the country&#8217;s central authorities and Transnistria, methods of ensuring stability in the Security Zone, establishment of a legal control on the Transnistrian segment of the Moldova-Ukraine state border&quot;, President Voronin said. <\/p>\n<p>He highly appreciated one clause in the Yushenko Plan: it firmly fixes Moldova&#8217;s future as a territorially and politically integral state. <\/p>\n<p>&quot;Ukraine focuses attention on an important-most mechanism of conflict settlement which is being offered to Moldova for the first time ever as a way to achieving the country&#8217;s territorial integrity. This mechanism is democratization of Transnistria. Even if the Plan contained only this thesis, we should have heartily respond to such proposal of Victor Yushenko&#8217;s&quot;, stated Vladimir Voronin who believes that the Transnistria problem&#8217;s essence is exactly in the lack of possibility with the Transnistrians to enjoy their civil rights. <\/p>\n<p>The Ukrainian Plan envisages several important-most and principal elements of the Transnistria democratization process. But first the Parliament of Moldova is supposed to pass a Law on the main principles of a status for Transnistria. <\/p>\n<p>Voronin further held, &quot;This document presents simultaneously a general consolidated position of the Moldovan political class&#8217; on how Transnistria is viewed within the Republic of Moldova, and a legal regulation of elections to Transnistrian state power organs. Then an international electoral commission having an OSCE mandate and acting in compliance with the Law on the main principles of a status for Transnistria will organize and hold elections to the Transnistrian supreme soviet [parliament]. If the election is democratic, the final elements of the settlement will be attraction of the democratically elected deputies of the supreme soviet to rectification and finishing the said Law, which will be finally adopted both by the whole country&#8217;s Parliament and the representative organ of Transnistria&#8217;s&quot;, said Vladimir Voronin. <\/p>\n<p>The Moldovan President is sure in the success of such approach. He believes this is the most optimistic variant of a peaceful, democratic and lasting settlement that will permit to bring the country integration work to its finishing strip already in the nearest future. <\/p>\n<p>Voronin asked the legislature to support his draft of the Declaration by the Moldovan Parliament entitled &quot;On the Ukraine&#8217;s Initiative on Transnistrian Conflict Settlement&quot;. <\/p>\n<p>He believes Moldova and Ukraine need European institutions&#8217; assistance and an expert interpretation of conditions for democratization of Transnistria: &quot;These will be exactly European institutions, in particular the OSCE and Council of Europe, which will have, according to the Plan, to carry out the main portion of work to organize the elections in Transnistria&quot;. <\/p>\n<p>In his opinion, the Transnistria democratization process should also become the subject matter of Moldovan Parliament&#8217;s separate address to the OSCE, European Union, Council of Europe, to the Governments of the United States, Ukraine, Russia, and Romania. <\/p>\n<p>&quot;It is only in such a multilateral format that we will manage to resolve the problem. General outlines of the Transnistrian region&#8217;s demilitarization were already proposed by me publicly at the recent session of the North-Atlantic Council in Brussels, and at my meeting with NATO Secretary General Jaap de Hoop Scheffer&quot;, the President said. <\/p>\n<p>Concerning the Russian military presence, Vladimir Voronin said the Moldovan public &quot;does not see whatever political or geo-strategic grounds for the presence of Russian troops on our soil. We believe the armed people in the Moldovan Security Zone should be replaced with international observers. I am convinced the Transnistria problem should not be militarized. I guess you would agree there can be no real reintegration, no reciprocal measures of trust in the region with a mediation by people with weapons in hands.
