The elections to the Transnistrian supreme soviet [parliament], due in December 2005, should be organized and conducted by an international electoral commission under the OSCE’s auspices, presumes Moldovan President Vladimir Voronin. <\/p>\n

Today, he addressed in Strasbourg the European Parliament’s Commission for Foreign Affairs and Delegation for Cooperation with Moldova, and said it is only by means of such international monitoring that it would be possible to recognize elections in Transnistria as free and transparent. <\/p>\n

Vladimir Voronin emphasized the monitoring of political processes in Transnistria should be commenced several months before the elections. In his opinion, the Yushenko Plan [of Transnistrian conflict settlement] creates realistic prerequisites for resolving the problem "in the nearest future", although "it has some shortcomings". <\/p>\n

For instance, the document does not envisage withdrawal of the Russian military contingent from Transnistria or demilitarization of the Transnistrian region, he said. Also, there are no clear-cut criteria of Transnistria democratization, in particular, no mention of liquidation of "political police" – the ministry of state security "whose main function is to terrorize the population". Furthermore, he said, it is necessary to eliminate barriers to free activities by political parties, the mass media and civil society, as well as to release political prisoners from Transnistrian prisons. <\/p>\n

The Moldovan President expressed satisfaction with Ukraine’s position on organizing joint control over the Transnistrian segment of the Moldova-Ukraine state border under an international monitoring.
