\"\"In the speech delivered Tuesday in front of the North Atlantic Council in Brussels, Moldovan President Vladimir Voronin asked for the drafting of an Action Plan Moldova – NATO that would be implemented in parallel with the Action Plan Moldova – EU. <\/p>\n

“In Moldovan authorities’ opinion, it is time to intensify and strengthen the cooperation and political dialogue, it is necessary to draw up and implement an Individual Partnership Action Plan Moldova – NATO,” said the head of state specifying that this complex document should particularly take into account Moldova’s specific features and its necessities. <\/p>\n

Vladimir Voronin stated that the NATO Secretary General was informed about this political decision taken by Moldova in a letter sent today and asked the Alliance’s member states and Jaap de Hoop Scheffer’s team for "political support and assistance in achieving this objective." <\/p>\n

Stressing the importance the Moldovan authorities attach to the cooperation with NATO, the head of the Moldovan state reiterated the necessity of “withdrawing urgently, unconditionally and completely the armed forces of the Russian Federation” that station illegally in Moldova’s territory, fact that creates “major barriers” and “continues to block our country’s progress on the European path” and expansion of relations with the North Atlantic Alliance. <\/p>\n

Voronin voiced conviction that the Treaty on Conventional Armed Forces in Europe (CFE) will not be ratified as long as the Russian troops are not withdrawn from Moldova. <\/p>\n

Tackling the issue of the Transdniestria conflict, President of Moldova said that only the concerted efforts of the international community can lead to a positive change of the situation in the region. “We declare ourselves for the extension of the negotiation format so that it to include the EU, OSCE, US, Russia, Ukraine and Romania. At the same time, Voronin considers the setting up of the joint Moldova-Ukraine border and customs control and the unfolding of an international mission of monitoring the border, especially on the Transdniestrian segment, of primary importance.” <\/p>\n

Vladimir Voronin suggested to the NATO states to discuss during their dialogue with Russia the issue of human rights in the Transdniestrian region, seeking from it to contribute to the immediate release of those five political detainees of “Ilascu group” according to the decision taken by the European Court of Human Rights on July 8, 2004. <\/p>\n
