\nThe answer of the Ministry of Culture and Tourism to the interpellation of Christian-Democrat deputy Stefan Secareanu regarding the legality to reinstall Lenin’s monument in Anenii Noi town shows that his action “corresponds to stipulations of the law”. <\/p>\n

Deputy minister of Culture and Tourism, Tatiana Lapicus, declared that “the monuments newly elaborated and built on the territory of the Republic of Moldova are subjected to a special procedure, stipulated by the Government Decision on the manner of monument establishment”. “The respective stipulations supposes a strict control over the whole process of creation of the monuments, to assure an adequate artistic look and sources of financing. To capitalize the representative pieces from this category of monuments, former Minister of Culture and Cults proposed for creation of a museum of these monuments. The respective project was not implemented, and the monuments were taken out of the use, without being registered in the register of monuments protected by the state. The more valuable monuments were set up on an area reserved in this sense on the territory of “Moldexpo”. Administration of the respective monuments currently does not regard competence of the Ministry of Culture and Tourism, but that of the institutions on the territory of which they were placed, and the task to allocate public funds at the level of district and town regards competence of district and town councils”, she declared. <\/p>\n

Asked if Lenin’s monument from Anenii Noi was set up legally, Lapicus gave an affirmative answer. <\/p>\n

At the same time, the answer deputy Secareanu received from the General Prosecution Office emphasizes that, “via its actions, Anenii Noi town Council violated stipulations of the Govenrment Decision on the manner to set up monuments, according to which establishment of monuments, except for funeral monuments, can be performed exclusively according to a Government decision, approved on the grounds of proposals from Ministry of Culture and decision of local public administration, which are to indicate the place and the source of financing”. “Considering the fact that approval of the decision on the source of financing regards competence of the Government, on May 31 the Prosecution of Anenii Noi district issued to the town Council an appeal to its decision. At the same time, on the address of the town council was sent a notice on removing violations of the law in force”, the answer of the General Prosecution also reads. <\/p>\n

As reply to the General Prosecution’s answer, Lapicus declared that “the respective Government decision regards monuments built after the date of publication of the respective Decision in Monitorul Oficial, and the monument set up in Anenii Noi was built during the soviet times”. <\/p>\n
