\nNational Strategy Institute of Moldova (NSIM) proposes a four-year plan of actions for country’s democratization and Transdniestrian conflict’s settlement that envisages the democratization of the region from the left bank of the Dniester and granting of the status of autonomy to this region. <\/p>\n

According to the President of NSIM Eduard Musuc, the plan was elaborated by observing the provisions of the Constitution of the Republic of Moldova, Moldova – EU Plan of Actions, the OSCE decision taken in Istanbul, and also taking into account the proposals of Ukraine’s President Viktor Yushchenko formulated on April 22, in Chisinau. The document stipulates that Russian army must be withdrawn from Transdniestria by November currently, and elections in the supreme soviet, the representative body of the Transdniestrian region, monitored by Russia, US, EU, Council of Europe and OSCE should take place in December. Project’s authors suggest unfolding this poll according to the electoral legislation of the Republic of Moldova and under the monitoring of Russia, US, EU, Council of Europe and OSCE. <\/p>\n

During the next stage, till July 2006, it is established the monitoring of the Moldovan-Ukrainian border on the Transdniestrian segment, among the obligatory measures being the replacement of the current peacekeeping forces with an international military contingent under the OSCE aegis and the international monitoring of the military enterprises from the region. <\/p>\n

Representatives of NSIM suggest granting to the Regional Autonomous Unity Transdniestria the right to self-determination, in case Moldova’s international status is modified; the right to its own symbols and attributes; the right to property, freedom of forming its regional authority bodies. In addition, the status of the autonomous region should be adopted by the Moldovan Parliament and included in the Constitution, and any modifications to its status should be performed only with the consent of the Tiraspol authorities or of the population. <\/p>\n

The authors of the plan specified that the document has a provisional character. It is presented for debates, corrections and modifications to local and international experts, civil society, political parties, to the parties involved in the conflict and to the mediators and guarantors. <\/p>\n

According to NSIM president, up to now Moldova didn’t present its own vision on the process of settling the Transdniestrian conflict under the form of a legal document. All the versions for settling the dispute came from outside: Russia, OSCE, Ukraine.
