Ukraine is going to produce a plan of the Transnistrian conflict settlement within three weeks, Ukrainian President Victor Yushenko confirmed in a statement summarizing the results of the GUUAM Summit in Chisinau. <\/p>\n

The plan would comprise seven major principles, he said.<\/p>\n

It is very depressing to see that our region still contains four ‘hot spots’ posing a (serious) threat to the entire Europe; we must now joint our efforts to resolve this problem, stressed Yushenko.<\/p>\n

The President expressed satisfaction over the fact that the current GUUAM Summit "has written a new chapter" in the history of this organization.<\/p>\n

Started off as an informal institution, GUUAM has become an organization with its own structure, secretariat, and operating bodies; the future of this organization is becoming more visible, he added.<\/p>\n

"The GUUAM organization ‘rests on three whales’ – democracy, economic development, and security-and-stability." In his turn, President of Romania Traian Basescu, who attended the Summit as an observer, confirmed his country’s willingness to support democratic development in the GUUAM countries.<\/p>\n

"We’re ready to facilitate the resolution of "frozen" conflicts (in the GUUAM region) including the Transnistrian one and believe that a complete withdrawal of Russian troops from Transnistria agreed on during the Istanbul OSCE Summit should bring end to this crisis," said Basescu.<\/p>\n

Ukraine intends to step up the control of the Transnistrian sector of the Moldo-Ukrainian border, Boris Tarasiuk, Ukraine’s Interior Minister, told media at the GUUAM Summit in Chisinau.<\/p>\n

"This is a border after all, not a "black hole", and, therefore, it should be treated as such. We don’t want our national boundaries to be open to smugglers. As of recently, Kiev has taken certain measures to establish order in this section of the national border; these measures are far-reaching," said the Minister. <\/p>\n

"This is a matter of principle for the new Ukrainian government," he stressed.<\/p>\n

"Unlike its predecessors, the new administration, brought into power by the orange revolution, intends to make sure that the laws of Ukraine are prevalent on its entire territory, including the borders," held Tarasiuk.<\/p>\n

The detailed plan of actions will be presented in May, confirmed the Minister, reminding that some of its major clauses had already been voiced during the Chisinau GUUAM Summit by President Victor Yushenko<\/p>\n

In his turn, Russian Ambassador to Moldova Nickolai Ryabov supported the Ukrainian draft of the Transnistrian settlement plan publicized by Victor Yushenko on Friday saying he liked very much "the certain clauses relating to the Transnistrian elections."<\/p>\n

"I see nothing bad in having these elections overseen by foreign observers. The current situation in Transnistria is very complex and largely unknown to Europe. The Transnistrian leaders don’t have a chance to speak out.
