\"Reuters\"Moldova will closely study Ukraine’s Dniester settlement initiatives put forth by President Viktor Yushchenko at the Friday GUUAM summit in Chisinau. <\/p>\n

“Ukraine and us think that old methods, which have proven to be inefficient, cannot be used in the settlement of territorial conflicts,” Moldovan President Vladimir Voronin said. <\/p>\n

Voronin said on Thursday he was displeased with the plan drafting without consultations with Chisinau. “We will reject the Ukrainian plan if we are again offered settling the Dniester problem through federalization,” Voronin said. <\/p>\n

Yushchenko suggested settling the Dniester problem through democracy. The initiative includes seven measures. <\/p>\n

He recommended Tiraspol promoting the development of the civil society and a multi-party system and holding direct and democratic parliamentary elections under control of the European Union, the Organization for Security and Cooperation in Europe (OSCE), Russia, the United States and Ukraine. <\/p>\n

He also supported the Moldovan idea to engage the European Union and the United States in the Dniester settlement negotiations. <\/p>\n

Yushchenko suggested broadening the format of the peacekeeping force stationed in the Dniester conflict zone and putting it under command of the Organization for Security and Cooperation in Europe (OSCE). Presently, Russian, Moldovan and Dniester peacekeepers are stationed in the conflict zone. The Kiev concept provides for the participation of Ukrainian peacekeepers in the operation. <\/p>\n
