The World Bank may extend the financing of the First Cadastre Project in Moldova next year, if the Chisinau government guarantees the functionality of a unified and independent national cadastre system. This condition was discussed between Finance Minister Zinaida Grecianii and Maha Armaly, a Bank official who is on a visit to the Moldovan capital to assess the project.<\/p>\n

Implementation of the project is foreseen for the period March 1999 till November 2005, at a cost of 24.6 million dollars, of which about 16 million is a loan from the World Bank. The project envisages the primary registration of real estate across the country and its partial registration with a united cadastre system.<\/p>\n

Valeriu Ginju, of the Cadastre Project Implementation Unit, told BASA that about four million properties have been registered with the new system so far, and at least 270,000 apartments have been evaluated. Another 220,000 private homes in medium-sized and large cities will be evaluated throughout this year; these activities have a financial coverage. Next year, however, no funds will be available to continue work in this regard, with at least 250,000 properties on the waiting list for evaluation, he specified.<\/p>\n

But the lender conditions the funding for this project in 2006 with guarantees that the State Agency for Land and Cadastre will remain an independent governmental entity and that its 12 area offices across the country are reorganised under a single model.<\/p>\n

The Bank also wants the agency to remain the authority that will complete the project and to create a national geographic system online.
