Moldovan President Vladimir Voronin has stated that a bill on a special status for the Transnistrian region is being prepared currently.
\n"This is not just a conflict settlement plan. This is a draft law that is being worked at now. It will be discussed with the international mediators, will be submitted to parliament’s consideration, and will eventually be put on the negotiation table", Voronin told the ProTV Chisinau Channel last night. <\/p>\n

In his words, the document will stipulate broad rights for autonomy – a local parliament, administration, regional budget, own anthem, coat of arms, and other attributes. However, a banking and finance system, armed forces, Customs, and external policy must be common for the entire Republic of Moldova. <\/p>\n

Voronin said he knows that Ukraine is working out its own plan of Transnistrian conflict settlement, but the contents of the plan are not known to Chisinau yet. In his opinion, "It would be erroneous of Ukraine’s to propose a plan of the Transnistrian problem settlement based on federalization. We shall not even consider such an offer. We have already buried the federalization idea, and there is no return to it any more". <\/p>\n

For Chisinau, he said, it would be acceptable if Ukraine proposes to resolve the Transnistria problem through establishing an autonomy, like this was done in the Crimea. <\/p>\n

Vladimir Voronin spoke for international community’s more active participation in the Transnistrian settlement efforts, and for attracting the European Union, the United States, and Romania to the Transnistrian negotiation process. <\/p>\n

President Vladimir Voronin has refuted assertions about an alleged deterioration of Moldova-Russia relations. <\/p>\n

Speaking over the ProTV Chisinau channel Tuesday night, he stated there was no need restoring relations with Moscow, "for they were not ceased… We have no problems with Russia except the Transnistrian dispute. All Russia’s actions and statements lately were related to election campaign. I guess we are able to step this over and further develop our collaboration". <\/p>\n

In his words, the Moldova-Russia Inter-Governmental Commission for Cooperation will gather for a session shortly after formation of a new Government of Moldova. <\/p>\n

"I do not believe Moscow will decide to slap economic sanctions against us. This would be unreasonable in conditions when the Russian Federation is seeking to join the World Trade Organization which disapproves of such restrictive measures", Vladimir Voronin said. <\/p>\n

At the same time, he categorically refuted even a possibility of Moldova’s voting against admitting Russia to that Organization: "As a WTO member state, the Republic of Moldova is interested in admitting Russia to the World Trade Organization, and in establishing equal rules of trade". <\/p>\n

President Voronin said Russia had not supported him and his Communist Party at the March 6 parliamentary elections due to Chisinau’s tough stance on the Transnistria problem. <\/p>\n

"That is so, and this position shall not change. I am convinced that even if the Transnistria problem fails to be resolved for another 4 years, the next President of Moldova will share this stance as well. But this circumstance should not be a stumbling block to the developing of relations with the Russian Federation", presumed the Moldovan President. <\/p>\n

He voiced confidence that negative elements of the past election campaign would be overcome. He said, "It was a hard examination for us. And though the ruling [Communist] party has lost quite many votes, we have withstood that ordeal, and prevented de-stabilization of situation. But that was a lesson also for Russia which should understand it is impossible to impose one’s opinion on other nations". <\/p>\n

Voronin also refuted assertions about Moldova’s possible cessation from the CIS. "We are a small country, and those will be not us who will slam the door first. Concerning the CIS, we should make all things clear. Vladimir Putin himself recognized that the Commonwealth of Independent States had been created for a civilized divorce [of former Soviet republics]". <\/p>\n

"As for GUUAM [a regional organization uniting Georgia, Ukraine, Uzbekistan, Azerbaijan, and Moldova], this is an economic project which is in no way whatever aimed against the CIS. The CIS Charter does not prohibit establishing other organizations in the CIS area. In that area, there do exist other organizations, such as e.g. the Common Economic Area [CEA, a regional organization uniting Russia, Ukraine, Belarus and Kazakhstan] which was formed behind our back", stressed the Moldovan President <\/p>\n

Concerning the approaching 60th anniversary of the Great Victory over the Nazi, Voronin confirmed he had received an invitation from President Vladimir Putin to come and attend the solemn celebration of that event in Moscow on May 9. "I think that on such significant occasions, a president should stay together with his people. However, I have not yet decided finally", the President said. <\/p>\n

Vladimir Voronin stated that as a re-elected head of state, he would like to pay his first official visit to Brussels "in order to reaffirm Moldova’s strategic course for European integration". <\/p>\n

In the period of 2001-2005, the ruling Moldovan Communist Party had managed with its main task – to stabilize the socio-economic situation in the country, Moldovan President Vladimir Voronin stated on the ProTV-Chisinau channel. <\/p>\n

He believes a convincing proof to that were the returns of the March 6 parliamentary elections, in which a ruling party, for the first time in the independent Moldova’s history, came to power for a second term of office in succession. <\/p>\n

Reviewing the MCP’s shortcomings and omissions in the past 4 years, Vladimir Voronin confessed, "In the strategic sense, the Kozak Memorandum on the Transnistria problem settlement was an error… Also, we failed to make quite much for rural residents. Unfortunately, it was only by the end of our first office that we had managed to prepare and launch the Satul Moldovenesc [Moldovan Village] National Program, whose implementation should cardinally improve villagers’ life". <\/p>\n

Answering how the President and his Communist Party are going to meet the conditions set by the opposition, in particular the Christian Democratic Popular Party, Voronin said that problems related to amending the existing legislation will be discussed with the Venice Commission and the Council of Europe. For this, a special team of experts has already been set up in Chisinau. <\/p>\n

The head of state said he has no objection to privatization of two main governmental daily newspapers – Moldova Suverana (in Romanian) and "Nezavissimaya Moldova" (in Russian), and to live broadcasting of Parliament and Government sittings. <\/p>\n

Concerning the sensitive problem of the name of the country’s official language [Moldovan or Romanian], the President presumes that no haste is permissible in handling it: "Our language should bear that name which the Moldovans prefer. In the near future, the official data on the [last October’s general household] census will be made public, and it will be clear which language our citizens speak". <\/p>\n

Vladimir Voronin said he hated the "After us the deluge" approach to tackling problems, "the chief of them being one that should unite us all – integration into Europe.
