The new Moldovan Government, to be formed in the nearest future, shall focus on achieving the following 7 priority objectives: implementation of the Economic Growth and Poverty Reduction Strategy; EU-RM Action Plan; estimate of expenses for a medium-term period; Satul Moldovenesc (Moldovan Village) Program; population informatization program; reforms of education and science sectors, and support to the youth and sports; economic liberalization and corruption reduction. <\/p>\n

Speaking in parliament today on the occasion of nominating Vasily Tarlev as candidate for prime minister, the head of state stressed that a whole number of other tasks will be also set to the new Government, such as country reintegration, ensuring of political stability, preservation of the social orientation of country governance, introduction of a program of studying the official language, formation of a new generation of voters, promotion of the country’s image abroad, and other. <\/p>\n

"In this contest, a question arises: is it possible to carry out all these tasks with the present-day structure of government? Certainly, not! That requires a new approach", stated the Moldovan leader. <\/p>\n

He highlighted the fact that over the last 15 years, the Moldovan Government’s staff strength has soared 9-fold, "thus forming a whole class of bureaucrats who have a firm grip on everything here. In such conditions, they are united by a clan spirit, a political cosmopolitism is flourishing, whereas many civil servants have a very low professional qualification". <\/p>\n

President Voronin presumes the Government should be reformed and modernized in 2 stages. He meant primarily: reform of structures that are necessary for the executive power to fulfill the tasks set before it; and reduction of ministries’ and other government structures’ staffs, with financial means thus saved to be used for paying higher salaries to the best employees to be left at ministries – high enough to reach an "above-the bribe level", as the President put it. <\/p>\n

Vladimir Voronin emphasized that all governmental employees must be selected to their positions through a competition to thus sieve the best specialists, "many of whom currently work for international projects or organizations". <\/p>\n

In his words, the new Government is going to have maximum 17 ministries. He called upon the legislature to make no problem of such a big number of ministries "because the essence of modernization is in reducing the staff, not the number of governmental institutions".<\/p>\n","protected":false},"excerpt":{"rendered":"
