{"id":97616,"date":"2005-04-06T11:14:00","date_gmt":"2005-04-06T11:14:00","guid":{"rendered":"http:\/\/new.moldova.org\/2005\/04\/06\/cdpp-leader-explains-decision-to-back-voronin-1415-eng\/"},"modified":"2005-04-06T11:14:00","modified_gmt":"2005-04-06T11:14:00","slug":"cdpp-leader-explains-decision-to-back-voronin-1415-eng","status":"publish","type":"post","link":"https:\/\/www.moldova.org\/en\/cdpp-leader-explains-decision-to-back-voronin-1415-eng\/","title":{"rendered":"CDPP Leader Explains Decision to Back Voronin"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading Time: <\/span> <span class=\"rt-time\"> 3<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p align=\"justify\">Opposition leaders have come out in the open as to why they decided to vote for Vladimir Voronin&#8217;s second term in the office. <br \/>In his address to the parliament Chairman of the Christian Democratic Popular Party Yurie Rosca said yesterday he had a meeting with President during which he had handed him over a pack of demands; the meeting was also attended by Oleg Serebrean, leader of the Social Liberal Party, in front of whom the President promised to see that these demands be duly fulfilled. <\/p>\n<p>The demands represent a set of reforms in a number of spheres, implying the adoption of legislation aimed at the earliest democratization of the Moldovan society in accordance with European standards, Rosca explained. <\/p>\n<p>Overall, the list comprises ten requests, namely: to pass a new law on mass media and the Audiovisuals Coordinating Council membership (to include members of the opposition and civic representatives), to provide legal guarantees of freedom of speech, to seize the funding of the government newspapers Nezavisimaya Moldova [&quot;Independent Moldova&quot;] and Moldova Suverana, to adopt a new Audit Chamber legislation and impose tougher control over the use of public funds, to reform the court system and secure the independence of judicial bodies, to update the Chief Prosecutor&#8217;s legislation, to pass amendments to the Election Code and secure the independence of the Central Electoral Commission, to improve the security service legislation and impose public and parliamentarian control over their activity. <\/p>\n<p>The parliament should also form a special commission to work out amendments and additions to the Constitution &quot;aimed at consolidating the basic government structures&quot;, held Rosca. These amendments must deal with the election of president, forming of the government, the court system functioning, and the election of Attorney General. <\/p>\n<p>&quot;Such a decision hasn&#8217;t come easy to us,&quot; said the CDPP leader. <\/p>\n<p>&quot;The last four years were pretty tough; we started off by putting up fierce resistance to the authorities &#8211; the Communist Party. A lot has changed over these years. Our stance got milder as the President refused to sign the Kozak memorandum (on the Transnistrian conflict settlement) which led us to believe that we can cooperate with the government on the issues of national importance,&quot; stressed Rosca. <\/p>\n<p>&quot;The world situation has sustained just as drastic changes (over these years),&quot; Rosca added nodding to the expansion of the European Union and NATO, and the revolutions in Georgia and the Ukraine. <\/p>\n<p>&quot;We contemplated a lot as to what would be the best way to prevent a political crisis (in Moldova) and destabilization of a political situation, and to ensure democratization of and reforms in the country to prepare it best for the accession to the European Union. We, therefore, decided that (in order to achieve that) it would be necessary to act based on the most important for Moldova document &#8211; the Moldova-EU Action Plan.&quot; <\/p>\n<p>Rosca admitted that prior to making this decision he had conferred with CDPP colleagues in Bucharest, Kiev, Tbilisi, Washington, and Brussels. <\/p>\n<p>&quot;The period of tough confrontation between the government and the opposition has become history; now is the time for cooperation, partnership and consent,&quot; emphasized Rosca saying &quot;it&#8217;s all being done in the name of Moldova&#8217;s European future.&quot; <\/p>\n<p>&quot;Besides, &#8211; stressed the CDPP leader, &#8211; our foreign adversaries wanted to prevent Vladimir Voronin from being reelected which, in turn, gave us a incentive to back him up.&quot; <\/p>\n<p>Speaking to journalists after the parliament sitting Rosca expressed belief that Voronin would fulfill the adopted obligations. <\/p>\n<p>&quot;Having been elected for the second term, Voronin may act more freely.
