\"\""Our integration into Europe should be regarded not as a political, conjuncture slogan but as an irreversible, consistent and natural process", Vladimir Voronin stated in parliament today, speaking yet as a candidate for presidency of the Republic of Moldova. <\/p>\n

He said the RM-EU Action Plan is only a small, visible part of the process. "The work we must fulfill is much more complicated. All reforms have to be viewed through the light of their correspondence to the Copenhagen Standards and to the spirit of European values. It is in that very light that we should reform our judicial system, and further proceed with demilitarization and de-politicizing of law-enforcement organs and special services. And it is in that light that we should consider the formation of transparent, responsible and efficient mass media", said the presidential candidate. <\/p>\n

He said he is convinced that "only the supremacy of law, transparency and accessibility of democratic institutions, independence of courts and binding court decisions, a competent informing of citizens about events happening in the country may serve as a constant reliable guarantee that we will not deviate from the chosen way". <\/p>\n

In his words, "Moldova should march to the European Union not as a ‘poor relative’ but as a nation that has managed to defeat poverty and achieve high economic indicators". <\/p>\n

"The Economic Growth and Poverty Reduction Strategy Paper [EGPRSP], backed by international financial organizations, is certainly our main orientation mark on that way. However, it is important to not only formulate objectives but also work out mechanisms and methods of achieving the objectives", said Vladimir Voronin. <\/p>\n

He said the future Government will have to considerably reduce its administrative interference into the economic sphere, to stand up with a number of legislative initiatives, to work out simpler rules of running economic activities – rules based on openness, competitiveness, and on non-interference into these activities", he said. <\/p>\n

Voronin spoke out also for a radical, but systematized reform of the state apparatus based on 3 fundamental principles – to ensure a high, ‘anti-corruption’ level of salaries for civil servants, to drastically reduce their contingent, and to enlist new civil servants only through contests. <\/p>\n

Speaking in parliament as a candidate for presidency today, Vladimir Voronin stated that a status for the Transnistrian region may not be worked out through negotiations with those who have usurped power in Tiraspol, who rely on rough military force, and who overtly challenge basic democratic norms. <\/p>\n

He pointed out that the sparing of Transnistrian residents from a medieval arbitrariness should be organized through active democratization of the region and through saving the populace from their status of hostages of artificial and absurd geo-political games. <\/p>\n

"For us, it is important that Russia pulls out its military contingent and ammunition, and not at all for the sake of giving the vacant Russian barracks to the military from other countries. We regard any form of military presence in that region as an anachronism, an absurd that has nothing to do with Transnistrian settlement", said Vladimir Voronin. <\/p>\n

He voiced firm confidence that a resolute backing by the United States and the European Union as well as by the neighbor Ukraine and Romania will permit resolving the Transnistria problem. <\/p>\n

"We believe that the potential of bilateral relationship between Moldova and the Russian Federation will permit to solve this problem in a correct-most manner in the near time, so that to then concentrate on the most productive aspects of our partnership. We hope that the international law mechanisms of the Organization for Security and Cooperation in Europe and the Council of Europe will facilitate the raising of the efficiency of the international community’s efforts aimed at solving the Transnistria problem", Voronin said. <\/p>\n

Presidential candidate Vladimir Voronin has stated he is ready to submit to parliament’s consideration the question of fixing by law a provision by which one person may not be simultaneously President of Moldova and a party leader. <\/p>\n

Addressing the Parliament as a candidate for presidency, Voronin offered a supposition that, perhaps, there exist grounds for a suspicion that the combination of these two positions prevents President from bearing full responsibility to the entire society. He stated he is ready to discuss this question in order to jointly work out amendments to the current legislation. He assured his party comrades would understand him all right. <\/p>\n
