RM Ex-President Piotr Lucinschii has declared his readiness to be a witness on the case of Advisor for External Relations of the “RAO EES Russia” administration Valeriu Passat, arrested on the suspicion in having organized the grand embezzlement of the state military property during his term in office as the RM Minister of Defense and the RM Information and Security Service. <\/p>\n

As INTERLIC News agency reports, he has noted at a press conference today that he sees no reason in the detention of Valeriu Passat. He has underlined that, as a key the dealing was legitimate. <\/p>\n

According to Lucinschii, the RM refused to sell the airplanes to Iran, since it could be detrimental for its foreign policy and decided to sell it through the state organizations and sold it to the USA for $40 million on November 27, 1997 and the money were transferred to the RM State budget. He has expressed misunderstanding in the connection with the assertion that the airplanes were sold for $80 thousand or more. <\/p>\n

He has explained that the sides signed a Declaration, which stated that the USA will render a free technical and humanitarian assistance for the RM National Army without stating the concrete amount and terms of this assistance. <\/p>\n

Then as a matter of fact the USA increased this assistance. In 1998 it constituted $30 million, in 1999 – $74 million, in 2000 – $81.6 million. The sale of the planes to the USA demonstrated that the RM is ready to play in accordance with the rules of the world community. <\/p>\n

It should be noted that a Special Parliamentary Commission on the Investigation of this case declared on the completion of its work in July 2002 that a number of high-ranking RM officials committed serious violations in the process of this sale. It was revealed that the sale was effected without the expertise of the cost of the airplanes and economic profit in the violation of the Privatization Law of 1997-1998. <\/p>\n

The commission had 14 sittings. It listened to more than 20 witnesses, including the former Heads and the representatives of the RM Ministry of Defense, the Information and Security Service, the Office of the Procurator General, the Marculesti airbase, as well as Ex-President Piotr Lucinschii, Former Premiers Ion Ciubuc, Andrei Sangheli, Dumitru Braghis, ex-Speaker Dumitru Motpan and other officials. Only Ex-President Mircea Snegur refused to give any evidence. <\/p>\n

The commission members stated that the sale process, started in 1992, had had no program on taking the state interests into consideration. The majority of the sales of military property were effected with certain violation the Law in force and the prices were considerably decreased and without governmental decisions and contracts. Thus, it was underlined that the sale of 21 MiG airplanes had been made possible owing to having ignored the Law in force on the part of Ex-President Piotr Lucinschi, Ex-Premier Ion Ciubuc and EX-Minister of Defense and ex-Director of the Information and Security Service Valeriu Passat and other officials. <\/p>\n
