The Civic Coalition for Free and Fair Elections has described as "groundless and irrational" the declarations of President Vladimir Voronin and the ruling Communist Party (PCRM) on February 9, when they accused the coalition of "subjectivism and political partisanship," the organisation said in a statement delivered to BASA on Thursday.<\/p>\n

\"\""The fact that the PCRM has committed most violations signalled by Coalition-2005 on monitoring of the electoral process reflects an objective situation established at national level. Coalition-2005 holds monitoring activities on basis of principles and standards accepted at international level," reads the declaration.<\/p>\n

Coalition-2005 labelled the "accusations regarding support of the illegal Tiraspol regime as absolutely aberrant." "We are deeply puzzled over these insinuations, as the ruling party took over both the message, and the solutions worked out and proposed by civil society to the Transnistria problem."<\/p>\n

Coalition-2005 described the intention of PCRM to insist on competent bodies to seize the amounts received by coalition as "a grave threat and attempt to suppress the activity of coalition," and this is "a clear proof that the Moldovan authorities violate the principle of free and democratic elections." "This fact will compromise the implementation of the European Union’s Action Plan on Moldova," which indicates the organisation of free and democratic elections among main objectives," reads the document.<\/p>\n

According to the declaration, none of members of coalition’s administration is politically involved. All those who were party members have suspended this quality.<\/p>\n

Also, Coalition-2005 announced that it examines the February 3 appeal of PCRM and the facts will be included in the final report of coalition regarding monitoring of electoral process, if their truth is demonstrated.<\/p>\n

The U.S. Embassy to Moldova is "very disappointed" over the open letter of PCRM regarding the reports on monitoring of electoral campaign published by Coalition-2005.<\/p>\n

The embassy said in a declaration on Wednesday evening that "the open letter of Victor Stepaniuc accuses directly the United States and other international donors of violation of Moldova’s election legislation through support for a certain political party." "This is a groundless accusation. The U.S. has done its best to ensure our transparent and non-aligned support for election-related programmes in Moldova," reads the declaration.<\/p>\n

"Coalition-2005 was also open to all NGOs which support free and fair elections. Even the fact that the coalition brings together 153 organisations should clearly show that it is not affiliated to any party. We have no reasons to throw doubts on efforts of Coalition-2005 to monitor and objectively report on electoral process," it added.<\/p>\n

PCRM accused on Wednesday Coalition-2005 of subjectivism and bias in electoral monitoring in an open letter signed by Victor Stepaniuc on behalf of the party.<\/p>\n

"The coalition was to contribute to the free, fair, transparent and democratic elections to parliament, but we can see that the actions and conclusions of this organisation demonstrate a low level of observation and analysis of pre-electoral processes, while the final results are unilateral, subjective and biassed," reads the letter.<\/p>\n

This conclusion based on an analysis of commentaries and reports released by Coalition-2005, which claimed that about 90 percent of violations are committed by the PCRM, is that "Coalition-2005 continues to deliberately ignore the grave breaches committed by other electoral competitors," Mr. Stepaniuc said.<\/p>\n

The PCRM accused Coalition-2005 of "open political partisanship in favour of the Democratic Moldova Bloc – a party supported by the Tiraspol separatist regime."<\/p>\n

PCRM reserved the right to insist on competent bodies that the amounts paid from abroad to Coalition-2005 be confiscated and transferred as income to the budget, in line with the Election Code.<\/p>\n

President Vladimir Voronin told a news conference on February 9 that "all reports of Coalition-2005 exaggerate the violations of Communists and declare as unimportant the breaches of our opponents."<\/p>\n

"Supporting the Democratic Moldova Bloc, the coalition spends the western money for different schemes of collusion with the Transnistrian totalitarian regime, not for promotion of democracy," Mr.Voronin underlined.<\/p>\n

Last May, 12 nongovernmental organisations created the civic coalition for free and fair elections aimed "to contribute to organisation of free, fair, transparent and democratic elections in the Moldovan parliament, consolidation of civil society, respect for rights of electors and principles of equality of participants in the electoral process," according to coalition members.<\/p>\n
