After parliamentary elections next year, a Ministry of European integration may well be established in the Republic of Moldova, President Vladimir Voronin stated last Friday at the ceremony of graduation from the first Course of study named "Activities of Central Public Governance organs in the Context of European Integration Process". <\/p>\n

The Course, held at the presidential Academy of Public Governance, was organized specially for deputy ministers and deputy directors general of departments of government. <\/p>\n

The President welcomed the Academy’s initiatives to organize such a course of study for central governance officials on European integration issues, and to create a European Integration Center under the Academy’s auspices. <\/p>\n

"State officials must meet all modern requirements proceeding from Moldova’s European aspirations. Upon the signature and approval of the RM-EU Action Plan, the Moldovan leadership will have to undertake resolute measures to fulfill the provisions of this important document", said the head of state. <\/p>\n

In his words, "Moldova will have to cover a hard, thorny way of bringing its legal, organizational and structural fundamentals into harmony with European norms and standards… We must demonstrate our ability to successfully pass this important examination". <\/p>\n

He reckons that after the 2005 parliamentary elections, Moldova may come to have a Ministry of European integration that will embark on tackling integration problems in earnest. He stressed it is necessary to change the existing system of public governance in a way to ensure a stable position of civil servants, so that they could perform their duties no matter which party comes to power. <\/p>\n

He requested the Academy of Public Governance and the National Academy of Sciences to consider this question and submit to him proposals on amending the existing legislation for a better protection of state officials. "We are not so rich to have a luxury of paying for education of new people after each parliamentary or local election", he said. <\/p>\n

Vladimir Voronin highlighted the mediocre professional level of employees working at central and local governance organs. He said, "Such a situation cannot be tolerated any longer. We lack specialists able to solve concrete problems faced by economy sectors. Many mayors have no idea about elementary things. The situation is the same at raion councils". <\/p>\n

President Voronin considers it is not normal when instances of corruption or abuse of office are qualified as political struggle. "We catch bandits, but some people immediately make political problem out of that", he said. <\/p>\n","protected":false},"excerpt":{"rendered":"
