The current political confrontations in Ukraine give us new samples of political blackmail. It is the turn of Ukraine to face the threat of&quot;autonomy&quot; in the South-East of the country, if the pro-Moscow candidate is not recognised as the new President of Ukraine. <\/p>\n<p>The Republic of Moldova became the subject of attack through the provocation of separatism yet at that time when Kremlin wanted to keep it within the USSR. On June 23, 1990, the Parliament of the Republic of Moldova elected throughout the entire territory, a part of which Igor Smirnov was, voted the Declaration on Sovereignty, and on September 2, 1990, &quot;Transnistrian Moldovan Autonomous Republic within the USSR&quot; headed by the same Smirnov was proclaimed. <\/p>\n<p>Meanwhile, the Transnistrian conflict has turned into a &quot;frozen&quot; one, that means that geopolitical and criminal interests achieved through the puppet regime of Tiraspol have proved to be more strong than the interest of the distinct and disoriented Moldovan society in living in an undivided country. <\/p>\n<p>The situation began to change together with the expansion of the EU and the Communist Party coming to power. The reintegration of the country was declared to be one of the priorities of the present government, and the EU officials began to realize that the unsettled Transnistrian conflict in 2007, the year of Romania entering the EU, will get to the borders of the latter. <\/p>\n<p>A year before the Communist Party came to power in Chisinau, Institute of Pubic Policies was created, for which the Transnistrian conflict was also declared to be one of the priorities. In 2000-2003, IPP experts carried out a series of researches that led to the conclusion that the settlement of the conflict and the transformation of Moldova in a viable state may be achieved only through the implementation of 3D Strategy &#8211; &quot;demilitarization&quot; and &quot;decriminalization&quot; of the separatist zone, combined with &quot;democratization&quot; of the entire reunited country. <\/p>\n<p>In Summer 2004 it became clear that everything that referred to the Transnistrian conflict &#8211; federalization, peace keeping forces formula established on July 21, 1992, the &quot;pentalateral&quot; format of the negotiations, together with all the Memorandums and documents signed along the years had to be thrown away, if they really wanted the Moldovan state to exist. It also became clear that neither OSCE nor the UE, not mentioning the local government, were capable of proposing a realistic solution to the conflict that would be based on the real interest of the citizens of Moldova to see their country a sovereign, united, and prosperous state with a sure prospective of European integration. And the political crisis related to Kozak&#8217;s Memorandum demonstrated how uncertain and vulnerable the destiny of the Republic of Moldova was. All these determined the appearance of an initiative of a group of representatives of the civil society, who started off the development of a 3D Strategy, this time combined with a detailed and time framed Action Plan. The document takes into account all the existing realities both on the two banks of the Nistru River and on the geopolitical arena. <\/p>\n<p>The first version of the document was sent to a great number of experts in the field both in the Republic of Moldova and abroad. After processing all the opinions, proposals, etc., the final version of the document appeared. <\/p>\n<p>The aim of this unprecedented action of the civil society is at least double &#8211; 3D Strategy, on the one hand, is proposed to the Moldovan society as a basis of a national consensus as far as the ways of the settlement of the conflict and the future state are concerned. At the same time, the appearance of the 3D Strategy, with the condition of achieving a national consensus, has to demonstrate to the USA, the EU, NATO, etc. that the society and Moldovan state know what they want, know how this goal can be achieved (reintegration of the country), and mainly are ready to take on the responsibility for the implementation of their part of actions according to the 3D Strategy! <\/p>\n<p>In September 2004 this document was proposed to the attention of the Moldovan society, including the main political rivals and Moldovan officials. Meanwhile, Moldova Foundation began its activity in the USA, the Director of which is a Moldovan citizen, Vlad Sp&acirc;nu. Moldova Foundation, with the financial support of the Open Society Institute and participation of the Project for Transitional Democracies organized an unprecedented action. On November 23, 2004, in Washington, at the National Press Club, a presentation entitled &quot;Security Challenge on the New Euro-Atlantic Flank: Resolving the Russian-Moldovan Frozen Conflict in Transnistria&quot; was organised. Over sixty people participated in this presentation, among which four Ambassadors, representatives of the Department of State, USAID, some Universities and think-tanks, NGOs, etc. The organisers of the event were pleasantly surprised by the participation and interest showed on the part of the representatives of the Bessarabian Diaspora, including those that came from other American states. <\/p>\n<p>The reporters, Bruce P. Jackson (President US Committee on NATO), Ambassador Pamela H. Smith, Vladimir Socor, a famous researcher of the Jamestown Foundation, Oazu Nantoi (Institute of Public Policies), Igor Munteanu (Director of the Institute for Development and Social Initiatives), Vlad Spanu (Director of Moldova Foundation), shared their visions of the situation and threats to the security of the East Flank of the NATO Bloc caused by the &quot;frozen&quot; Transnistrian conflict. Correspondingly, the presentation of the 3D Strategy and the Action Plan by the representatives of Moldova aroused a great interest. Debates, heated at times, demonstrated that only the way proposed by the 3D Strategy could ensure a sustainable settlement of the conflict, while the idea of federalization was detrimental and not possible to realize. <\/p>\n<p>The presentation in Washington demonstrated that one could be listened to and understood there as well and that the 3D Strategy was considered to be a realistic way of reintegrating Moldova. The organisers of the action in Washington already think about organising a similar action in Brussels.
