Dmitry Kozak<\/strong>, Deputy Kremlin Chief of Staff and Special Representative of Vladimir Putin for the development of trade and economic relations with the Republic of Moldova, arrived in Chisinau on August 11. He paid a working visit, having a common meeting with President of the Republic of Moldova, Maia Sandu<\/strong>, and several ministers in the new Government.<\/p>\n

After the meeting, the statement<\/a> of the Presidential Office was quite short: a few important topics on the bilateral agenda were discussed, including the issue of exports of Moldovan agricultural products to the Russian market<\/strong>, the new contract for the supply of natural gas<\/strong>, as well as the settlement of the Transnistrian conflict<\/strong>. “We have reconfirmed the position of the Republic of Moldova in relaunching the settlement process exclusively peacefully, using political and diplomatic instruments and the existing negotiating framework, while respecting the sovereignty and territorial integrity of our country within its internationally recognized borders,”<\/em> the president said<\/a>. No concrete measures were announced, no common press conference with the Russian Deputy Kremlin Chief of Staff was organised.<\/p>\n

Dmitry Kozak made the following comment when being interviewed by Moldovan journalists: “We agreed to work together and initiate a dialogue on several topics starting tomorrow. […] We were asked to intervene in the settlement of the Transnistrian conflict.<\/span> We talked about the mutual export of goods. And we also discussed the issue of Moldova’s gas supply. There we encounter a problem and it is absolutely necessary to have a dialogue in order to make a decision that is beneficial for both parties. If we reach a consensus on all the issues discussed, then there will certainly be a meeting between Putin and Sandu. Russia is ready to help Moldova, but on condition that it is a gainful situation for our country as well,<\/span>“<\/em> claimed<\/a> the Russian official.<\/p>\n

When asked whether a new solution for settling the Transnistrian conflict would be proposed, Kozak declared<\/a> that “this is the internal matter between the Republic of Moldova and the left bank of the Dniester.<\/span> Russia is ready to help the parties reach a compromise, but we are not ready to offer solutions for the normalization of relations.”<\/em> It’s really ironic that the Russian side adopted a neutral stance, while the Transnistrian region is dependent on Russian sponsorship, the entire political establishment recognises Russia\u2019s role as the territory\u2019s foreign patron, and Russian troops are stationed in the region to guard a Soviet-era ammunition depot.<\/b><\/p>\n

Putin’s special representative declared<\/a> for TASS that the President of Moldova asked for assistance in the settlement of the Transnistrian problem and the related disposal of ammunition stored in the region. “We are also interested in the disposal of these ammunition, the expiration date of which is overdue, therefore they cannot be transported. We agreed on this matter,”<\/em> said the official without providing any details.<\/p>\n

Regarding gas prices, “a mutually beneficial solution is needed. No one should give gifts to anyone, but no one should infringe on anyone either. And we will continue negotiations,”<\/em> Kozak declared. According to the official, the issue of signing a new agreement for the supply of Russian gas is currently being discussed, since the agreement between Gazprom and Moldovagaz expires this fall.<\/p>\n

Nothing more than superficial statements resulted from the visit of Dmitry Kozak. It seems that the Russian side tests the waters at the moment before taking decisive actions this fall.<\/p>\n
