“An artificially created crisis”<\/em> – this is how the disturbances happening on the Moldovan oil market are characterised by authorities, experts and consumers.<\/p>\n

These days, diesel was not available at some petrol stations in the country – a situation that outraged some drivers. They were sure that it is all about cartel agreements among oil companies. Drivers were infuriated that prices were continuously rising. Moreover, filling stations displayed different prices even though they were part of the same petrol station network.<\/p>\n

The National Agency for Energy Regulation<\/strong> (NAER) informed, in a press release<\/a>, that there is no shortage of fuels on the Moldovan market.<\/span> According to the NAER, in the period of July 1-22, 11.6 thousand tons of petrol and 32 thousand tons of diesel were imported in the Republic of Moldova, including through the International Free Port of Giurgiulesti.<\/p>\n

“The agency finds, from official statistics, that some companies have introduced significant quantities of diesel on the territory of the Giurgiulesti International Free Port in recent days, but refuse to sell this type of product at petrol stations<\/span>. The situation created is solely their responsibility. The state institutions will analyse and ascertain the causes of the phenomenon, with all the necessary consequences.”<\/p><\/blockquote>\n

On the other hand, economic experts blamed the new price-cap methodology established by the NAER, which entered into force on July 1, and which would cause turbulence on the fuel market. The situation was called<\/a> “an economic sabotage” <\/em>that would lead to “monopolisation of the market and would eliminate any possibility of helping farmers with low prices for oil products,”<\/em> by the economic expert Veaceslav Ionita<\/strong>.<\/p>\n

“The NAER must publish the list of eligible costs that are accepted and based on this public, transparent list to approve the methodology. The methodology must contain the structure of eligible costs, their size, with the necessary argumentation in the information note, and based on this structure and reasoned costs, the coefficients shall be approved by the NAER.”<\/p><\/blockquote>\n

The economist explained that the capping prices methodology would be not transparent and even against the law. “The NAER made a price average and set it as the top ceiling price,”<\/em> that leading to monopoly creation on the oil market, as smaller companies could bankrupt. “We risk having filling stations only on national routes, in district centres, as those in more remote areas will be closed. Small oil companies will have to stop their activity under such conditions,”<\/em> Ionita said.<\/p>\n

The expert also stated<\/a> that the NAER recent methodology would have to be cancelled either by the institution or through the Government that would challenge the methodology in court.<\/p>\n

The NAER response was that the latest increases in fuel retail prices was rather related to the fluctuations on the international market of petroleum products. “It was found that between July 1-16, the average Platts benchmark prices increased by 567.85 lei per ton for petrol, 209.6 lei per ton for diesel and 991.89 lei per ton for liquefied gas, which directly influenced the final price set by operating companies,”<\/em> said the NAER representatives<\/a>.<\/p>\n

“The selling price shall be set by each company at a level which may not exceed its maximum level, which is determined on the basis of the average value of Platts benchmark prices and the official average exchange rate of the national currency for the last 14 days.”<\/p><\/blockquote>\n

In addition, the NAER representatives warned that the behaviour of some participants in the oil market would raise suspicions of “organized boycott aimed at destabilizing the economic situation in the country.”<\/em> The institution claimed<\/a> that there were “disseminating distorted information in the media”,<\/em> as well as certain opinion and analyses of experts “who publicly launched messages containing false information that appear to be made under someone’s order.”<\/em><\/p>\n

Those sacrificed in this whole story are small businesses and farms, as most oil companies offer trade discounts to them, as well as the final fuel consumers.<\/p>\n

Another phenomenon the economic expert Veaceslav Ionita refers<\/a> to is the grey market for the sale of petroleum products<\/span>, especially diesel, which is growing in the Republic of Moldova. “Oil companies currently sell almost half of diesel quantity (46%), to various wholesale companies for their own consumption. Still, most of this amount of diesel is not used for own consumption, but is sold illegally by companies that have no license, no authorization, which would allow them to sell petroleum products, and without paying any fees or taxes.”<\/em><\/p>\n

The expert claims that, just as 30 years ago, Moldova is full of “street vendors”<\/em> with “metered plastic tanks from where almost half of the imported diesel is illegally sold.”<\/em> The illegal sale of petroleum products increases, as a consequence, the operational costs of bona fide companies and customers, the expert says.<\/p>\n

“Some oil companies also participate very actively in these grey schemes of oil products illegal sale, due to the lack of any control by the competent state authorities,”<\/em> also stated Veaceslav Ionita. The total volume of the illegal market for the sale of petroleum products exceeds 5 billion lei each year.<\/span> “From 2015 until now, diesel worth over 20 billion lei has been sold through these grey schemes.”<\/em> The analyst believes that the liquidation of the illegal trade with petroleum products would allow the increase of the budget revenues by up to 200 million lei annually and the reduction of the price of petroleum products by up to 50 bani for one litre.<\/p>\n
