A group of Members of the European Parliament (MEPs)<\/strong> representing Renew Europe Group sent an official letter<\/a> to Ursula von der Leyen<\/strong>, President of the European Commission, and Charles Michel<\/strong>, President of the European Council, stating that a new policy “on the special situation\u00a0 in the Republic of Moldova”<\/em> would need to be adopted.<\/p>\n

“We cannot allow this historic moment go to waste, which it will, if this country does not receive consistent and concrete help from the European Union. We have already offered financial support throughout the years, but we believe that now is the time for a deeper political approach, in which reforms take place side by side with clear economic and political benefits. Choosing democracy is an essential cornerstone for a transformation that should offer the Republic of Moldova a clear perspective to join the EU but unfortunately, we all know that a profound transformation of a country needs resources and time, and what is a success story today can too easily turn into disappointment tomorrow,”<\/em> is stated in the letter.<\/p>\n

The group of MEPs referred to 3 political priorities: support for the complex reform of the justice system, implementation of the 600 million euros package of the Economic Recovery Plan for the Republic of Moldova, and support for pro-European forces showing readiness for European integration, including an increased assistance for independent media and civil society.<\/p>\n

“By their vote on July 11th, Moldovans proved their support for European values \u200b\u200band principles. They sent a clear message of action and solidarity, and it is only fair that the EU reciprocates. By acting decisively now, we are building the foundations for the people of the Republic of Moldova and the newly elected majority to a better future for themselves, which can only benefit our Union.”<\/p><\/blockquote>\n

Differing post-election statements<\/h3>\n

On July 12, when the results of the parliamentary election were announced, a statement<\/a> by the High Representative Josep Borrell<\/strong> and Commissioner Oliv\u00e9r V\u00e1rhelyi<\/strong> was issued. “The EU now looks forward to working in partnership with a stable and strong government and parliament to address the challenges that the country is facing. Recalling our policy of strict conditionality, we stand ready to support all efforts to advance on long-awaited reforms that are at the core of the EU-Republic of Moldova Association Agreement. The recently announced ambitious Economic Recovery Plan for the Republic of Moldova as well as the Economic and Investment Plan for the Eastern Partnership will be important drivers to support the indispensable structural reforms, including in the key areas of justice and the fight against corruption, to stimulate long-term socio-economic development and recovery, for the benefit of the people of Moldova.”<\/em><\/p>\n

On the other hand, Russian officials expressed their regret over the “facts of external interference in the Moldovan internal political processes that took place from the United States, the European Union and its member states.”<\/em><\/span><\/p>\n

“The Russian side, nevertheless, respects the results of the elections and expects that they will contribute to interethnic harmony in the Moldovan society. We confirm our readiness to develop multifaceted cooperation with the new Parliament and the Government of the Republic of Moldova. We hope for the consistent implementation of the existing Russian-Moldovan agreements and arrangements, as well as for the continued active participation of the Republic of Moldova in the integration processes in the CIS space. We are ready to interact with all Moldovan political forces aimed at strengthening ties between our countries and peoples,”<\/em> is mentioned in the statement<\/a> of the official representative of the Russian Ministry of Foreign Affairs, Maria Zakharova<\/strong>.<\/p>\n

“Russian policy towards Moldova will depend on the government that has been elected: if this government repels itself from Russia, then of course we will act accordingly, in particular, strengthening our Transnistrian factor<\/span>,”<\/em> claimed<\/a> Head of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots, Leonid Kalashnikov<\/strong>.<\/p>\n

The Russian official believes that the declarations of the Party of Action and Solidarity (PAS) towards Russia made before the elections, turned afterwards “into pro-Europeanism and the return of the force scenario towards Transnistria and, possibly, further merging with Romania.”<\/em> As Kalashnikov threatened<\/a>, “if Sandu continues to pursue such a policy, skilfully hiding it under the guise of allegedly cooperation with Russia, it will be another fiasco, which has already happened more than once with its predecessors and, unfortunately, the country will not get out of this pit then.”<\/em><\/p>\n

Expert’s opinion<\/h3>\n

In an analysis<\/a> published on behalf of Independent Think-Tank Expert-Grup, Dionis Cenusa<\/strong> stated that “under such a beneficial political setup, there is no problem implementing the most ambitious reforms related to anti-corruption, justice sector reform and other changes that are necessary to improve good governance in the public sector. In this regard, Moldova can become the ‘shining star’ of the entire Eastern Partnership region, where the situation is unstable.”<\/em> Still, “the total monopoly of political power should not have a blinding effect on PAS and President Sandu, who should apply complete transparency and openness to constructive criticism<\/span> <\/strong>from outside their circles of sympathizers.”<\/em><\/p>\n

According to the expert, Moldova won the “golden ticket”<\/em> to follow the European path, but relations with Russia may deteriorate. “The refusal to repair them could come from Moscow, which has lost its positions, although not entirely after the left-win bloc was defeated, receiving less than 30% of the vote. Russia has no choice but to mimic a dialogue with Chisinau unless it decides to freeze it for the next four years, which seems like a totally destructive approach. In any case, Russia remains a critically important element in the resolution of the Transnistria conflict and the country’s energy stability. Therefore, the Moldovan authorities must treat the complicated dialogue with Russia with some care to avoid unintended consequences,”<\/em> Dionis Cenusa explained<\/a>.<\/p>\n

These days, the Central Electoral Commission (CEC)<\/strong> summarises the results of the parliamentary elections, having to issue a report on the results of the elections by July 19. Next, the CEC must send the documents provided by the Electoral Code and the list of elected MPs to the Constitutional Court (CC)<\/strong> by July 20. Afterwards, the CC will have to confirm or deny the legality of the elections by July 25.<\/p>\n
