On July 11, a new Parliament will be elected in the Republic of Moldova. Until Sunday, the last preparations are arranged, the last promises are made, as well as the last attempts to change the situation in favour of certain candidates are observed.<\/p>\n<p>The most recent polls <a href=\"https:\/\/ipp.md\/wp-content\/uploads\/2021\/07\/1-Prezentarea-rezultatelor-BOP-2021-iunie-1.pdf\">say<\/a> that only 2 political parties would surely get seats in Parliament: the <strong>Party of Action and Solidarity (PAS)<\/strong> and the <strong>Electoral Bloc of Communists and Socialists<\/strong> <strong>(EBCS)<\/strong>. The<strong> Shor Party<\/strong>, which is led by Ilan Shor &#8211; the politician and businessman who was sentenced to 7 and a half years in prison in the criminal case related to the $1 billion bank fraud scandal, and who left the country in the summer of 2019, being announced internationally wanted, as well as the <strong>Renato Usatii Bloc<\/strong> and the <strong>Dignity and Truth Platform Party (DTPP)<\/strong> <a href=\"https:\/\/ionita.md\/2021\/06\/14\/cum-arata-preferintele-de-vot-ale-moldovenelor-daca-tine-cont-de-diaspora-si-alti-factori-importanti\/\">seem<\/a> to have almost equal chances to enter the legislature.<\/p>\n<h3>The polling stations dispute<\/h3>\n<p>After the decision on the number of polling stations established abroad was repeatedly changed by different legal institutions in Moldova, the Central Electoral Commission (CEC) <a href=\"https:\/\/a.cec.md\/ro\/cec-a-revizuit-lista-sectiilor-de-votare-in-strainatate-2781_99747.html\">decided<\/a> that <span style=\"color: #993300;\">150 polling stations would suffice for the citizens living abroad who would attend the voting process.<\/span> The <strong>Chisinau Court of Appeal (CA)<\/strong> and the <strong>Supreme Court of Justice (SCJ)<\/strong> <a href=\"https:\/\/www.zdg.md\/stiri\/stiri-justitie\/doc-recursurile-impotriva-ca-care-a-respins-cererea-de-modificare-a-hotararii-cec-privind-deschiderea-a-150-de-secii-de-vot-in-strainatate-inadmisibile\/\">supported<\/a> the last CEC decision by rejecting all appeals concerning a further modification of the polling stations number.<\/p>\n<p>President of the <b>Legal Resources Centre<\/b>\u00a0from\u00a0Moldova\u00a0(LRCM), Vladislav Gribincea, <a href=\"https:\/\/www.zdg.md\/importante\/gribincea-despre-decizia-cec-de-a-deschide-150-de-sectii-de-vot-in-diaspora-este-un-indicator-clar-ca-cec-este-sub-calcaiul-politicienilor\/\">claimed<\/a> that the CEC decision on opening 150 polling stations abroad instead of 190, as previously proposed by the Ministry of Foreign Affairs and European Integration <em>&#8220;is a clear sign that the institution is under politicians&#8217; control.&#8221;<\/em> Still, he admitted that the decision of the CEC can no longer be cancelled because <em>&#8220;there is simply no time left.&#8221;<\/em><\/p>\n<p><span style=\"color: #000080;\"><strong>See also:<\/strong> <a style=\"color: #000080;\" href=\"https:\/\/www.moldova.org\/en\/parliamentary-elections-a-controversy-over-the-number-of-polling-stations-and-the-lack-of-compromise\/\">Parliamentary elections: a controversy over the number of polling stations and a (lack of) compromise<\/a><\/span><\/p>\n<h3>Empty promises<\/h3>\n<p><em>&#8220;Candidates for the snap parliamentary elections hope to win the electorate through populist promises, rather than concrete offers and well-defined development strategies of the country. Many of the electoral promises in the social and economic field are not financially feasible, and the proposals of some candidates are even contradictory to the principles of the market economy, national legislation and international commitments assumed by the Republic of Moldova,&#8221;<\/em> <a href=\"https:\/\/www.expert-grup.org\/ro\/activitate\/comunicate-de-presa\/item\/2187-promisiunile-electorale-ale-candidatilor-la-alegerile-parlamentare-anticipate-abundenta-de-populism-si-lipsa-de-fezabilitate\">concluded<\/a> the members of the <strong>Expert-Grup Independent Analytical Center<\/strong>.<\/p>\n<p>According to their analysis, only 5 out of the 22 electoral candidates presented detailed electoral programs, another 12 electoral contestants presented only short programs (1-2 pages), and in the case of five other political parties the programs were missing.<\/p>\n<p><em>&#8220;Electoral programs are the main public documents used to convince voters, but in the Republic of Moldova the situation is different. Often, contestants do not pay enough attention to these documents, as discussions focus more on personal attacks, superficial arguments, and less on ideas, visions and reforms necessary for the development of the Republic of Moldova,&#8221;<\/em> said <strong>Adrian Lupu\u0219or<\/strong>, Executive Director of Expert-Grup.<\/p>\n<h3>Altering the results?<\/h3>\n<p>Members of the <strong>Civic Coalition for Free and Fair Elections<\/strong>, repeatedly <span style=\"color: #993300;\">asked the CEC to approve a decision on issues related to organized voters transportation to polling stations.<\/span> The concerns are related to the voters from the Transnistrian region. According to the <a href=\"https:\/\/promolex.md\/20659-apelul-repetat-al-coalitiei-civice-pentru-alegeri-libere-si-corecte-catre-comisiei-electorale-centrale\/?lang=ro\">findings<\/a> of the <strong>Promo-LEX Observation Mission (OM)<\/strong>, in the 2020 presidential elections, cases of organised transportation were reported both on the territory of the Republic of Moldova and abroad. Most of the situations occurred in the context of the election process for voters from the Transnistrian region. That meant about 74% of the recorded cases in the first round of elections, and about 57% in the second round.<\/p>\n<blockquote><p>&#8220;Organized transportation of voters can be a source of corruption and unjustified influence on their vote, especially in the case of voters on the left bank of the Dniester, who are deprived of the opportunity to freely inform themselves about the electoral offers of electoral contestants, how to exercise their right to vote, and don&#8217;t know their electoral rights and obligations.&#8221;<\/p><\/blockquote>\n<p>The request signers mentioned that, as the Transnistrian region is out the constitutional control of the Moldovan authorities, electoral contestants cannot travel to this region in order to campaign, the local media institutions do not organise electoral debates, while the broadcasts of the media institutions on the right bank of the Dniester are disturbed by the Transnistrian security services.<em> &#8220;Under such conditions, the voting option of voters in the region can be easily influenced, by offering or giving money, goods, services or other benefits in order to determine the voter to exercise his electoral rights in a certain way. Also, the impossibility of the Moldovan authorities to ensure the protection of the rights and freedoms of its citizens in Transnistria creates conditions under which these voters can be easily constrained under threat of personal security to vote in a certain way,&#8221;<\/em> is also stated in the <a href=\"https:\/\/promolex.md\/20659-apelul-repetat-al-coalitiei-civice-pentru-alegeri-libere-si-corecte-catre-comisiei-electorale-centrale\/?lang=ro\">request<\/a>.<\/p>\n<p>Another attempt of altering the election results was documented when<span style=\"color: #993300;\"> one of the candidates decided to change its name into a very similar to the existing one.<\/span> Namely, the political party representatives wanted to register the name Party of Alternatives and Changes, which would have had the abbreviation PA\u0218 in Romanian, very similar to PAS &#8211; the Party of Action and Solidarity. Moreover, the electoral symbol of the party was strikingly similar to that of PAS. However, the CEC refused to register their electoral symbol due to the fact that identical electoral signs or symbols are not allowed in the ballot paper.<\/p>\n<p>The CA and SCJ supported the CEC decision in this regard.
