Chisinau is one of those cities in Europe that do not have a well-defined architecture style. Apart from a few historic monuments that were renovated, the rest of the important buildings in the city centre have been demolished or abandoned, waiting for official papers to be destroyed. New buildings are erected in their place, regardless of style or height of the surrounding constructions, distance between buildings, connection with the main roads or availability of parking lots, etc. Thus, one can often see in Chisinau a newly built office or residential house next to a historic monument from the 19th century and in the immediate vicinity of several Soviet buildings.<\/p>\n

Recently, a new scandal broke in Chisinau City Hall regarding the National Hotel<\/strong> – a building left in ruins since 2005. The hotel was one of the most important accommodation units owned by the Government until the 90s.<\/span><\/p>\n

Built between\u00a0 1974-1978 in the heart of the capital city, the National Hotel (Intourist Hotel in the past) was firstly attempted to be privatized in 1999 by an Israeli company. The transaction didn’t take place though, as the company didn’t pay the shares price. In 2006, it was privatized by Alfa \u2013 Engineering Company. The owning company pledged to invest 33 million dollars to rebuild the hotel, so that the building would be converted into a five star hotel, but nothing was done.<\/span><\/span> Still, the hotel was left in private ownership. The privatization contract has been extended over the years and the restoration works have been constantly delayed.<\/p>\n

Nowadays, the building is in an advanced state of decay. The building is shelter to homeless people and the sanitary situation is in very poor conditions.<\/p>\n

An example of Socialist Modernism to be demolished<\/h3>\n

Ion Ceban<\/strong>, Mayor of Chisinau, announced, in the summer of 2020, that the owner of the National Hotel could begin demolition. But before that, the owner would have had to present a detailed architectural plan of the new building. The authorization for the demolition of the old building was supposed to be signed Victor Chironda<\/strong>, one of the city’s deputy mayors. The official refused to sign the document because a detailed architectural plan hadn’t been approved by the Chisinau Municipal Council. Instead, the authorisation was signed by another deputy mayor.<\/p>\n

Victor Chironda claimed<\/a> that there never was a concrete plan that would have been approved. One project was discussed by the City Council, a different one was presented to the public. Moreover, the official stated<\/a> that the architectural plan contained serious violations, such as violating the height regime of the area, placing buildings on municipal areas, violating the distance from neighbouring buildings, etc. He requested an investigation regarding Svetlana Dogotaru<\/strong>, Head of the Chisinau Architecture Department, accusing her of allowing the owner to violate the procedures for drafting town planning documents and misleading the City Hall administration in an attempt to justify at any cost the beneficiary’s intention to initiate the process of demolition of the building.<\/p>\n

Representatives of the Urban Center Community<\/strong> stated<\/a> that the National Hotel building has an urban value for the city. “This is a unique example of modernist socialist architecture and does not contradict the place. The city must develop in a balanced way, with the involvement of all actors: citizens, civil society, businesses, public authority. Unfortunately, in the process of the National Hotel, we conclude a bad intention of the beneficiary and authorities, which could have an unpredictable impact on the area,”\u00a0<\/em>they said.<\/p>\n

The best defence is a good offense<\/h3>\n

Instead of initiating an investigation regarding the circumstances of signing the authorisation for the National Hotel demolition, a working group aimed at elucidating the circumstances of Chironda’s absence from work was formed. “All the fuss about my absence is a smoke grenade meant to hide the fact that the mayor Ion Ceban is not going to stop the procedure for issuing the authorization for the demolition of the National Hotel, nor to initiate an investigation on the Chief Architect Svetlana Dogotaru,”<\/em> claimed<\/a> the deputy mayor, adding that Ion Ceban would be personally interested in the demolition of the building, covering “an illegality intensely promoted by those who have influence over him.”<\/em> The deputy mayor announced<\/a> that he would challenged the demolition authorization in the National Anticorruption Centre (NAC).<\/p>\n

The mayor of Chisinau responded<\/a>, in a press conference, that the accusations made by Victor Chironda are “unfounded”<\/em> and “if he is a self-respecting person, he should resign.”<\/em><\/p>\n

“What he is doing now is victimization. He probably forgot that not the citizens elected him, but me. All these actions came because he knew he had to leave. I gave him chances many times and I was confident that things would move in the right direction. I regret that I invited him to the team and that I had high expectations.”<\/p><\/blockquote>\n

Mayor Ion Ceban withdrew<\/a> the responsibilities for coordinating the Architecture Department and the right of Victor Chironda to sign provisions and documents in the field of urbanism, architecture and construction.<\/span><\/p>\n

New people, old methods<\/h3>\n

The unconditional acceptance of the enormous building projects generated by the construction companies, while using the legal provisions as an excuse is exactly what previous mayors of Chisinau did for years, Chironda said. “If the mayor considers that the deputy mayors should work as a park development project manager and sign permissive documents without asking questions, then this is not the case at all. Unfortunately, instead of seeing support and help from the mayor, I was removed from making decisions and in my place was always consulted Mrs. Dogotaru.”<\/em><\/p>\n
